Position Summary:

Working under the guidance and direction of M&E Advisor in Brazzaville for the ICAP in Congo, the Database officer will be responsible for the design, development, and maintenance of the ICAP Congo Brazzaville database. Specific responsibilities include but are not limited to the development of data base, assisting with the development of queries and functionality reports, support district and site staff with any data base related needs. S/he will also work closely with the national developers’ team and assist in further customization and improvement of health information systems including national.

Major Duties and responsibilities:

  • Design and develop ICAP-Congo databases.
  • Design of forms using programming languages such as HTML, CSS and JavaScript identical to the paper data collection form.
  • Design, oversee and enhance database systems at ICAP supported sites to enhance organization’s patient tracking systems.
  • Ensure configuration, testing, tuning, troubleshooting, patching, backing up, securing, and support of ICAPCongo databases.
  • Assist with the development of querying and reporting functionality • Establish, maintain, and troubleshoot database.
  • Assist monthly review and monthly revision of all data registered into databases.
  • Identify and remove all duplicate, inaccurate, and incomplete sets of data.
  • Contribute to performance improvement projects.
  • Identify areas of current data collection that can be automated.
  • Assist in developing strategies to achieve targets as required by the donors.
  • Train site staff in the use of electronic data collection and reporting tools.
  • In collaboration with the Data Manager, supervise supported sites and districts computerizing.
  • Update sites information in the ICAP URS web-base.
  • Serve as a resource to the Congo MOH in the development, implementation, evaluation or revision of national patient tracking systems.
  • Train staff in the use of databases.
  • Report quarterly data in ICAP's “ICAP INSIGHT” online database.
  • Technical support of staff in the development of files as part of the implementation of activities.

Qualifications / Professional Requirements:

  • Bachelor's degree in computer science, information management or a related field.
  • At least 3 years of experience in database administration.
  • Knowledge of healthcare operations and systems.
  • Knowledge of hardware capabilities and features; system configuration; file and memory management; security; software programs including Word, Excel, Access, Power Point; data structures; logic and algorithms; and compiler design.
  • Relevant experience in database design • Understanding MySQL, PostgreSQL, Access, Visual Basic, Excel Macros.
  • Interpersonal and writing skills is helpful.
  • Experience in public health or epidemiology preferred.
  • High- level computer skills.
  • Ability to adhere to strict professional and HIV/AIDS confidentiality regulations.
  • Ability to work in a multicultural environment.

Travel Requirements:

Frequent travel within Congo conducting site visits.
