UNU’s mission is to contribute, through research and capacity building, to efforts to resolve the pressing global problems that are the concern of the United Nations and its Member States. For the past four decades, United Nations University (UNU) has been a go-to think tank for impartial research on human survival, conflict prevention, sustainable development and welfare. With more than 400 researchers in 12 countries, UNU’s work spans the 17 Sustainable Development Goals, generating policy-relevant knowledge to effect positive global change. UNU maintains more than 200 collaborations with UN agencies and leading universities and research institutions across the globe. About Institute (UNU-IIGH) UNU International Institute for Global Health (UNU-IIGH), Kuala Lumpur, Malaysia is the designated UN think tank on global health, serving as a policy translation hub for UN member states, agencies and programmes. It was established by a statute adopted by the Council of the United Nations University in December 2005. The Institute generates policy-relevant analysis by applying a gender lens to inform the development, implementation and evaluation of health programmes. UNU-IIGH also supports the capacity development of local decision-makers and stakeholders to engage effectively with global health challenges within the 2030 Agenda for Sustainable Development. Background In 2017, UNU – IIGH commissioned an external review which noted the potential to strengthen the Institute’s long-term strategic vision and positioning including vis-à-vis UNU, the UN and the global development agendas, in particular the SDGs. The UNU-IIGH strategy (2019-2023) defines and articulates its strategic advantage and position within the UN and global health eco-system; defines its role vis a vis SDGs implementation and monitoring, and identified strategic partnerships (and associated activities). The implementation of the strategy began in earnest in early 2019 with some revision of the work plans and prioritization in response to the Covid-19 pandemic and guidance from the IAB. An interim review was conducted in 2021, which identified that three years after implementing the strategy, most (17/20) performance indicators have either been achieved or were on track. There has also been solid progress towards achieving strategic outcomes across the three pillars of work. The review pointed out that while progress has been made in building partnerships and networks, fundraising and positioning of IIGH in strategic discussions, more needs to be done to deepen the evidence, amplify the perspectives from low- and middle-income countries and embed social justice equity at the heart of different processes and discussions. The aim of the external review is to engage with the partners, IAB and the senior management team of UNU–IIGH to review progress in line with the strategy, assist in the development of impact case studies for impact evaluation, inform opportunities for growth, and develop recommendations for the new strategic plan. Reasons for the review Pursuant to Article X of the Statute of UNU-IIGH, a periodic review and evaluation of the Institute need to be undertaken by the Rector, in consultation with the UNU-IIGH International Advisory Board. With the present Strategy coming to an end in 2023 the need for an external review is crucial to help build on progress and cement gains made over the last few years but also to identify new areas for the Institute. UNU-IIGH is responsible for coordinating and funding the review, drawing on core operating funds. Objectives The review will assess the performance of UNU-IIGH to date and make recommendations on the following: The relevance, orientation and scope of the programme of work of UNU-IIGH from 2019-2023 for delivering on its mandate (statute) and mission; the specific focus should be given to the policy relevance of UNU-IIGH’s programme of work as well as activities;The quality, effectiveness and impact of the activities of UNU-IIGH from 2019-2023 against its mission;The effectiveness, successes, challenges or failures of UNU-IIGH in resource mobilisation to support its activities on global health;The effectiveness, successes and challenges or failures in the engagement of global south institutions (and individuals) in the work of the Institute;The relevance and effectiveness of the Knowledge Management, Convening and Communications work undertaken by the Institute;The effectiveness of operations and support for the programmes of UNU-IIGH;Mechanisms for the stronger local, regional and global reach of the activities and strategic partnerships of UNU-IIGH. The reviewer(s) will carry out consultations starting with the initial meetings with SMT and other relevant stakeholders and assess available documentation in the compilation of the report. A draft copy of the report will be made available to the Director of UNU-IIGH prior to its finalization. Roles and Responsibilities 1. The External Reviewer(s) will be responsible for conducting the review and ensuring the timely delivery of the review report. 15 November 2022 - Kick-off meeting with the lead reviewer1 December 2022 - Development of work plan15 January 2023 - Completion of key informant interviews15 March 2023 - Completion of the first draft report15 May 2023 - Completion of the final draft report 2. The review process (access to documents and materials for desk reviews and overall logistic support) will be facilitated by UNU-IIGH. 3. Any travel would be budgeted separately and reimbursed based on actual costs. Expected Deliverables and Timeline The External Reviewer(s) will deliver a draft report of a maximum of 25 pages (excluding annexes and other supporting material). The timeline for the review is from 15 November 2022 to 15 May 2023. RequirementsQualificationMandatory: Proven experience in the field of monitoring, evaluation, assessment, or strategic planning of global health/development programmes. Desirable: Previous work with the UN, other international organizations, and/or major institutions in the field of monitoring, evaluation, assessment, or strategic planning of international development programmes.Experience in gender equality, health equity, and human rights. Other technical requirements: Sufficient capacity and knowledge are required to cover the following areas of expertise: monitoring, evaluation, assessment, and expertise to carry out case studies (as identified) related to three pillars of the work of the Institute, namely, evidence to policy; gender & health and capacity building.The profiles (no individual names required) of the personnel proposed for these services should be included in the technical proposal.All staff with full professional working proficiency/native or bilingual proficiency in EnglishThe application should outline the roles and responsibilities of those staff in the technical proposal Remuneration and Duration of Contract Remuneration will be based on standard UN rates and the applicant's level of experience and expertise.
