Preventing and responding to all forms of violence against children is a key priority for UNICEF and is recognized as an issue that requires multi sectoral response from protection, education, health, and communications in order to ensure effective attention and results.

The UN Secretary General's report on Violence Against Children, issued in 2006, provided a global overview, and presented the scale and magnitude of the problem of VAC, noting that violence occurs in homes, schools, communities and institutions, as well as online.

The issue of violence against children, including bullying and the increased risk of exploitation and violence against children online, has received increased attention in Malaysia as more and more children are accessing the internet and engage more frequently with social media. In response to this growing protection threat, UNICEF and partner agencies have developed the "StandTogether" initiative to combat bullying. The Stand Together campaign takes a positive reinforcement approach, emphasizing that we need to use Kindness to create cultural and behavioural change instead of punishment and acts of physical or emotional/psychological violence.

Stand Together is a multi-sectoral and multi-agency effort that has brought together teachers, students, civil society, government and other partners together.

Current efforts to curb bullying in school include curating student projects, designing classroom activities, and a focus on cyber bullying.

Stand Together also includes a digital campaign was done through the massive 5-day Kindness Challenge that was taken up by 10,000 people.

While that portion of the campaign was done digitally, there was also the offline element through the "Kindness Tour" which was essentially a workshop held in everystate through the country with a focus on resilience & advocacy training for young people and restorative practice for teachers/counsellors.

Due to its recognized success, Stand Together has attracted attention and interest in neighbouring countries, including Indonesia, thus there is a need to better document the key results and achievements in order to share the story as a good practice.

The campaign will continue into its third iteration in 2020, with the corporate partners already committed to approximately RM2 million (USD500k).

UNICEF will play an important role in helping to shape the narrative and strategic approach in Malaysia. The following activities are envisaged as part of UNICEF's continued cooperation and support for Stand Together.

Assisting the Adolescent Development and Participation programme in engaging with youth. Supporting specific programme activities such as Child Protection interventions to engage with youth around topics like child marriage, migration, bullying and violence, including focused attention towards ending corporal punishment. Supporting attitude and behaviour change interventions such as the promotion of child rights, protection and health. Working with NGOs, government and the private sector to empower, educate and edify youth in Malaysia through mutually common objectives such as climate action.

It is within this context that UNICEF Malaysia is seeking a consultant that can provide technical and operational support as StandTogether proceeds with the next phase of the campaign and thus requires UNICEF's continued technical support and guidance as part of multi sectoral efforts to end violence against children.

SCOPE OF WORK

The specific objectives of this consultancy are:

Provide technical support and guidance for the Stand Together partners and the campaign efforts towards ending bullying and other forms of violence against children, including emphasis on ending corporal punishment. Ensure coordination of efforts through establishment of regular partner meetings, and in ensuring progress reports/updates are developed and shared as necessary. Support the adolescent agenda through working with young people and their networks, (including coordinating collaborative consultations/engagements efforts for planning and implementation where required) civil society organisations, private sector and decision-makers, in close collaboration with Child Protection, Communication, Innovation, Adolescent Development and Participation (ADAP) programme, Communication for Development (C4D) and other UNICEF Programmes and in cooperation with other UN agencies. Document and share StandTogether best practices through presentations and write-ups and support south-south learning including through study visits, including with Indonesia as per their request. Manage the proposed research grant and impact studies in partnership with UniversityMalaya. Work with StandTogether partners to develop the campaign's educational resources, programs, and workshop materials. Act as a facilitator at the Kindness Tour workshops. Work with Education and Communications sections to ensure coordination of efforts and ensure effective partnership with MoE and MCMC. Link with broader global and regional agenda on Child Online Protection agenda, (including WeProtect and the Global Partnership to end Violence) including learning/sharing of experience and use of tools and resources. MODE OF CONSULTANCY The consultant will work half time (2.5 days per week), remotely, and will be available for in person meetings as required. The consultant will work under the supervision of the Chief of Child Protection. The consultant will be expected to make his/her own arrangement for accommodation and transport to and from the office. A monthly work plan will be developed outlining expected deliverables at the beginning of every month. Payments in ringgits will be done on a monthly basis after review of the work plan and upon completion of the deliverables as certified by the Supervisors. UNICEF will pay for travel costs relevant to the assignment as per the organizational guideline.

Total duration of the contract: the consultancy will require a total duration of eleven and a half (11.5) months starting from the signing date, or as soon as the recruitment is completed.

QUALIFICATION & REQUIREMENTS Education

Advanced university degree in social science, communication, management or another relevant field. Alternatively, first university with a minimum 6 years' relevant work experience can be accepted in lieu of advanced university degree

Minimum 3 years of relevant work experience in social science and/or community mobilization.

Languages

Fluency in English and Malay is required.
