Position Summary:

Working under the guidance and direction of the Regional Team Lead based in Brazzaville or Pointe Noire for the ICAP in Congo, the Clinical Officer will be is responsible for providing technical support and capacity building to staff at district and site level, including PNLS clinical mentors, on activities related to the HIV clinical cascade from HIV testing to continuity of treatment, viral suppression and quality improvement through weekly site support visits, mentorship, case-based discussions and data review.

Major Duties and responsibilities:

  • Responsible for the implementation, monitoring and evaluation of HIV care and treatment services at ICAP -supported facilities focused on the 1st , 2nd and 3rd 95 targets, including but not limited to same day ART initiation; ARV optimization particularly dolutegravir based ARV regimen roll out; differentiated service delivery design and implementation; OI screening, diagnosis and management; retention and viral load suppression strategies; institutionalizing specialized clinics such as viremic clinics among others.
  • Responsible for the implementation, monitoring and evaluation of a variety of interventions related to pediatric HIV care, treatment, and PMTCT, including but not limited to the expansion of early infant diagnosis.
  • Pilot innovative strategies to improve the quality-of care services.
  • Ensure HIV care and treatment data are correctly captured and assist with routine data analysis Review high frequency reports, monthly and quarterly reports and assist with preparing regular progress reports.

Experience and Skills:

  • Experience in training, supervision and mentoring of other clinicians.
  • Good interpersonal skills and ability to develop good relationships with government and non-government partners, clinicians and other staff at supported sites.
  • Ability to manage program activities and budgets.
  • Ability to set priorities, set appropriate deadlines and respect them.
  • Experience in an international organization.
  • Proficiency in Word, PowerPoint and Excel.
  • Fluent in French.
  • Excellent oral and written communication skills.
  • Sense of initiative and ability to work with minimal supervision.
  • Strong supervisory and interpersonal skills.
  • Ability to work in a multicultural environment.
  • Is prompt and efficient with minimal absences, exhibits a positive and professional demeanor in and outside of the workplace that exemplifies and furthers the mission, vision and values of the program.

Qualifications / Professional Requirements:

  • Nursing degree or international equivalent.
  • A Master of Public Health is an added advantage.
  • At least 3 years of experience in the care of people living with HIV.

Travel Requirements:

  • Frequent travel within Congo conducting site visits.
