Background

NRC’s Human Mobility Hub (HMH) in North Africa is aimed at improving understanding of human mobility today and in the future. Through local partnerships and collaboration, the Hub will promote effective responses to human mobility trends and protection of people on the move. The Hub will produce strategic analysis, regional linkages and capacity sharing to advance protection of migrants, refugees and asylum seekers in transit and displacement settings.

Job Purpose

The Capacity-Sharing Programme Development Manager (PDM) will spearhead HMH’s capacity-sharing activities with local partners and refugee/migrant led community-based organisations and networks. The PDM will provide leadership for all the HMH’s work with these partners in Tunisia and Egypt on a wide range of topics to ensure the better protection of people on the move and the increased inclusion of community-based and refugee/migrant-led organisations in response and policy efforts. The position holder will have a strong community engagement and protection background and preferably a sound understanding of information, counselling, and legal assistance services. 

This position will lead the development and implementation of the partnership strategy that contributes to programme sustainability and high-quality programs of partners. The position holder will lead implementation of the core process of partnership management, supports partners in their project proposal development, contracting with NRC and implementation. The Capacity-Sharing PDM will also engage in knowledge creation through legal analysis and the development of guidance for partner activities, working closely with NRC’s other core competencies. The PDM will support the roll-out of programming with a wide range of partners and strengthening strategic linkages with local refugee, asylum seeker and migrant organisations in North Africa.

What you will do:

Generic responsibilities

Develop/update the Core Competency (CC) strategy and technical SOPs / guidelines.  Responsible for the development and management of funding proposals, project budgets and donor reports.  Provide technical direction and ensure high technical quality of project/s. Promote the rights of IDPs/returnees in line with the HMH strategy. Strengthen the integrated approach with other CCs, as required. Support the development and implementation of joint projects and initiatives with partners. Provide technical support to partners, involving other programme and support colleagues as needed. Support partner’s adherence to the NRC policies, tools, handbooks, and guidelines; provide compliance spot check / audit support and coordination. Supervise specialists and attract additional expertise, as needed, to ensure maximum capacity-sharing with partners, based on their identified priorities. Liaise and collaborate with relevant local authorities and key external stakeholders. 

Specific responsibilities

Lead the development and implementation of capacity-sharing strategy with in-country partners. Ensure that key learnings are extracted from capacity-sharing with partners and incorporate them in HMH programming. Manage mapping of partners, the coordination and contracting. Support the development of partnerships in Egypt and Tunisia and the establishment of new partnerships based on NRC’s/HMH’s guidelines and priorities. Ensure effective communication and coordination mechanisms are in place between the HMH and its partners. Supervise consultancies using technical experts to develop substantial thematic papers, and ensure the high quality of legal analysis, studies, guidance notes and other products. Support the Head of Program and other relevant staff in organizing meetings and engagements with relevant local actors, and during meetings, follow-ups, and negotiations with partners to achieve the most mutually beneficial terms for engagement between the HMH and in-country partners. Build a network of key partners and stakeholders, keeping abreast of evolving trends (social, economic, and political), including the application of innovation to partnership and project development. Proactively find creative solutions to challenges in-country partners may face. Represent NRC when needed with donors or in coordination meetings. Identify funding opportunities, when possible.

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

Minimum 3 years of experience in a senior capacity within legal assistance in a humanitarian/ recovery context. Experience from working in complex and volatile contexts, as well as experience with protracted crises and refugee hosting countries.  Experience of grants management and programmatic implementation in a humanitarian/recovery context Good skills and experience in all aspects of programme cycle management - design and development, implementation, and monitoring and evaluation Conversant with programme issues in humanitarian settings (especially education, shelter, WASH, food security and livelihoods). Demonstrated experience in learning and evaluation and program development. Experience in capacity-sharing and community-based programming. Significant understanding of north Africa’s humanitarian, political and socio-economic context, and main challenges affecting people on the move in North Africa. Experience in coordinating activities and liaising with external actors. Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities. Fluency in English, both written and verbal. Fluency in Arabic and French, both written and verbal is an advantage.

Duty Station: Tunis, Tunisia

Travel: 50% (national, regional, international)

Duration of contract: One-year fixed term, renewable – subject to funding, performance and the need for the position

Grade 9 in NRC's grading structure

Reports to : Human Mobility Hub Lead                                      

Provides supervision to: Specialist staff and consultants (1-2)
