Chemonics seeks a highly specialized professional to manage the warehousing, distribution, and third-party logistics provider performance for the ongoing USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project in Haiti. The project is the primary vehicle through which USAID procures and provides health commodities, provides technical assistance to improve partner countries’ management of the supply chain, and collaborates with key international stakeholders to support global health initiatives. The GHSC-PSM Haiti office works under three of the project’s task orders – HIV/AIDS, Population and Reproductive Health, and Maternal and Child Health/Zika – to provide commodities and supply chain technical assistance. The warehousing and 3PL performance director, in coordination with the deputy country director, is responsible for the current and ongoing warehouse management processes and performance, distribution coordination and performance of 1PL & 3PL transportation services, and unused pharmaceutical product (UPP) management. The director will also coordinate the handover of warehouse operations and inventory to the selected 3PL provider for warehousing services and will supervise the performance of the 3PL provider. Responsibilities include:

Warehouse Management Processes and Performance: the following are the primary responsibilities of the director until the handover to the 3PL subcontractor is completed.

  • Oversee and coordinate all routine warehouse activities, including but not limited to, receiving, storage put away, picking & packing and dispatch of all health commodities
  • Establish and oversee the staff management methodology for the warehouse manager, warehouse officers and warehouse clerks to perform accurate and systematic warehouse operations related to the receipt, storage, and distribution of health commodities
  • Ensure the warehouse operations are efficient and meet international warehousing standards, including WHO guidelines, to ensure the quality of the pharmaceutical, laboratory supplies, test kits and other related health commodities is maintained
  • Ensure the warehouse operates in compliance with local regulatory requirements for receiving, clearance, inspections, storage, and distribution of pharmaceutical, laboratory supplies and related health commodities
  • Ensure proper coordination with the Quality Assurance & Compliance team to have updated and implemented Standard Operating Procedures to guarantee all warehouse operations are efficient and effective, and all related key performance indicators are available and in compliance
  • Review, monitor, adjust, and enforce the inventory management policies and standard operating procedures to ensure inventory accuracy in the warehouse management system (WMS) and allow timely communication of stock status reports to key stakeholders

Warehouse Services 3PL Performance Management: the following will be the primary responsibilities of the director upon awarding the 3PL warehousing services subcontract

  • Develop and coordinate the warehouse operations and inventory handover to the selected 3PL warehousing services subcontractor. Ensure a clear road map is defined, followed, and measured to ensure a smooth transition, while maintaining all warehousing standards, inventory accuracy, and operations. Serve as the main point of contact to coordinate and communicate between the 3PL and key stakeholders during the defined transition period, enabling the environment and resources to comply with the defined activities and milestones in the agreed transition road map
  • Serve as the main point of contact to coordinate and supervise all the technical and administrative activities according to the subcontract’s terms and conditions and as per Chemonics’ subcontract management procedures
  • Ensure the 3PL subcontractor performs per the defined contract requirements and scope of work, to ensure quality and accuracy of the pharmaceutical, laboratory supplies, tests kits and other related health commodities inventories is maintained. This includes leading and supervising Chemonics staff to properly audit all warehouse management operations, including key processes such as physical inventory checks, warehouse management system audits, quality assurance compliance on standard operating procedures, guidelines, temperature controls, product control, and inventory management. Ensure operations are kept within the defined parameters and in compliance with the key performance indicators’ minimum targets

Ongoing responsibilities: the following responsibilities will be maintained before and after the 3PL warehousing services handover.

  • Develop, implement, and supervise the execution of the distribution schedule in close coordination with key stakeholders, the warehouse operations (3PL warehouse services subcontractor after the handover) and the 1PL & 3PL transport services, to ensure commodity flow to health facilities is maintained
  • Ensure proper coordination with the Operations department, to have preventive, corrective, and contingency plans for all warehouse related industrial (power generators, HVAC, cold chamber, fire mitigation, CCTV, water supply, security systems, etc.) and material handling equipment (MHE). MHE and fire mitigation maintenance plan and responsibilities will be transitioned to the 3PL subcontractor
  • Oversee the collection, sorting, packing, and storage of unused pharmaceutical product (UPP) according to the defined guidelines. Coordinate all in-country activities related to proper UPP disposal with the subcontractor

Qualifications:

  • Bachelor’s degree in supply chain management, industrial operations, or in a relevant field, plus a minimum of eight years of progressive management experience in warehousing, distribution, third-party logistics management OR, alternatively, a master’s degree in a relevant field plus six years of relevant experience
  • Experience in related health commodities supply chain, pharmaceutical management, and logistics of health products. Experience complying with WHO goods storage and distribution standards for pharmaceuticals is preferred
  • Familiarity with third-party logistics performance management and tracking of key performance indicators
  • Strong skills in supply chain management and system strengthening required.
  • Strong experience in inventory management
  • Experience with Quality Assurance Management is preferred
  • Strong interpersonal, written, and oral communications skills; ability to work well with multiple stakeholders; and ability to supervise local and international staff effectively.
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required; fluency in French preferred, proficiency in Creole preferred.
  • Microsoft Office knowledge including Word, Excel, and PowerPoint

Working Conditions/Duration of Assignment: This is a long-term position in Port-au-Prince, Haiti, with option to be based in the Dominican Republic and commute regularly to and from Haiti. The GHSC-PSM contract ends in November 2023.
