Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is K 204,442 ( Zambian Kwacha) yearly.

    Introduction

    The Social Protection sector in Zambia has grown significantly in recent years, guided by a comprehensive National Social Protection Policy (NSPP) framework whose implementation supported by the UN Joint Programme for Social Protection (UNJPSP) 2016-2019 and other technical cooperation programmes such as the IrishAid programme. Under the UNJPSP and Irishaid, the ILO and other UN agencies provided support to constituents to strengthen governance and administrative systems of the social protection programmes in Zambia. The NSPP adopted in 2014 offers a strong ground for a more integrated, coordinated, and efficient provision of social protection benefits and services in Zambia, including those intended for persons living with disabilities. The NSPP framework links different pillars and interventions across the life cycle and provides opportunity to improve synergies and complementarities through coordination efforts.

    The successor UN Joint Program for Social Protection (UNJPSP-II) in Zambia builds on the lessons learned from the first programme and includes ambitious targets for streamlining benefits and service delivery through single-window service centres, support for disability inclusion across the whole of the social protection sector, strengthening state institutions, and promoting greater citizen and beneficiary voice in the governance of the social protection system. As a critical part of the support provided to this initiative under the UNJPSP-II, the social protection team within the ILO Country Office for Zambia, Malawi and Mozambique will provide technical advice and other assistance to constituents in Zambia, including Government, social partners, and civil society organizations through joint UN action.

    The UNJPSP-II and Irishaid programmes include a strong emphasis on knowledge generation and knowledge sharing, as well as creation and implementation of an effective communications strategies to support Government efforts in promoting greater disability inclusion, introducing a single-window delivery mechanism for social protection benefits and services, and increasing citizen and beneficiary voice in social protection governance.

    Implementing these programmes, as well as documenting and monitoring them, involves a significant logistical dimension, from transporting ILO officers to to couriering between different administrations and offices, either in Lusaka or during field missions throughout the country.

    Reporting lines

    Under the overall responsibility of the ILO Country Office Director for Zambia, Malawi and Mozambique, the Driver will report and work under the supervision of the Social Protection Project Manager on the project.

    Description of Duties

    1. Drive project vehicles for official purposes to facilitate movement of staff and/or goods.
    2. Drive project personnel to project sites and other planned activity locations for delivery of project programmes.
    3. Meet official personnel at the airport and facilitate immigration and customs formalities.
    4. Collect and deliver mail, pouch, documents, and other items.
    5. Ensure proper day-to-day maintenance of assigned vehicles through timely minor repairs and arrange for timely major repairs and checking of oil, tyres, brakes and water levels, car washing, etc. so that the vehicle is always kept clean and in good running condition. Provide inputs to the preparation of the vehicle maintenance plans and reports.
    6. Ensure availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit and other MOSS-compliant equipment, and necessary spare parts in the assigned vehicle; keeps track of insurance and other tax formalities.
    7. Keep records of use of vehicle, daily mileage, gas consumption, oil changes, greasing and other services.
    8. Ensure that the steps required by ILO rules and regulations and Road Safety and Security are taken in case of involvement in accident.
    9. Perform miscellaneous office support functions such as messenger services and making photocopies.
    10. Provide logistical support with project workshops, seminars or training when required.
    11. Perform other related duties by the Supervisor

    Required qualifications

    Education

    Completion of Secondary education, valid driver’s licence, knowledge of driving rules and regulations and skills in minor vehicle repairs. A safe driving course will be an advantage.

    Experience

    Two years’ work experience as a driver, plus safe driving record. Experience working on donor funded projects in International NGOs or UN system is an advantage.

    Languages

    Excellent command of English.

    Competencies

    • Proven ability to keep accurate records of the use of vehicle.
    • Proven ability to drive safely in local traffic conditions.
    • Ability to undertake minor vehicle repair.

    • Good knowledge of chauffeur protocol and courtesies.
    • Good knowledge of security issues.
    • Knowledge of rules and procedures on vehicle management including maintenance of official vehicles and knowledge of mechanics and maintenance and repair of vehicles.
    • Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office.
    • Ability to work in a polite, courteous and cooperative manner.
    • Ability to handle, track and keep project records.
    • Ability to present a professional image at all times.
    • Ability to deal calmly with unexpected circumstances or delays
    • Ability to lift and carry heavy mail bags and boxes.
    • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviours and attitudes.
    • Discretion and respect for confidentiality.
