    ABOUT THE MISSION

    Desired start date: ASAP
    Duration of the mission: 12 months (to be extended)
    Location: KYIV

    The conflict in Ukraine has seen a dramatic and rapid escalation since 24th February 2022 with massive multidimensional attacks from Russian troops throughout Ukraine, from the East, North, and Southern borders that affected a large part of the country including the capital, Kyiv. This attack has been immediately followed by massive displacements, and more than 4 500 000 Ukrainians have taken refuge in neighboring countries. About 6 500 000 are internally displaced, mostly in the Western part of the country. In the East, impacts of the conflict are felt and humanitarian operations support people remaining on the frontlines.

    SI strategy is to support the population in transit, the IDPs where they are settling and the population on the frontline directly affected by the ongoing conflict through a multisectoral approach including WaSH, Shelter, NFI, Food activities.

    Mission: size, bases, budget, number of expatriates and national staff:

    The coordination is the last base opened in country in Kyiv around September-October 2022. Prior to that SI opened and developed activities in Lviv, Uman, Odessa, Mykolaiv, Dnipro and Kharkiv. The mission is also supervising and supporting projects in Moldova with a base in Chisinau working for Ukrainian refugees and host communities.

    The budget projected was approximately 30 million for 2022-2023 (from the start to mid 2023). SI expects to support the Ukrainian population in both country for an expected amount of 24M EUR.

    The setup of the mission is the following :

  • One coordination based in Kyiv
One operational base in Lviv and sub-base in Uman focusing on IDPs response One operational base in Odesa and sub-base in Mykolaiv focusing on humanitarian aid delivery to Mykolaivska, Khersonska and Odeska people. One operational base in Dnipro One operational base in Kharkiv These two bases are focusing on humanitarian aid delivery to Eastern Oblast (Kharkivska, Donetska, Luhanska, Zaporizka) and support to IDPs. One operational base in Chisinau (Moldova) focusing on refugee response.

Key current donors include BHA, ECHO, UNICEF, UHF, and CDCS. Activities on the mission include multipurpose cash distribution, Food, Hygiene, and NFI kit distributions, winterization activities, rehabilitation of housing and collective centers, emergency shelter kit distributions, emergency water distribution, rehabilitation of water and sanitation infrastructure.

The mission is evolving and currently counts around 40 expatriates and 130 national employees.

About the job

General objectives

Under the management of the Deputy Country Director Supports, the Finance Coordinator will direct and coordinate all accounting and financial services associated with the mission. He/She is responsible for the mission’s financial balance. He/she will monitor adherence to Solidarités administrative procedures and donor procedures as well as to the laws of the country in which intervention is taking place. He/she is the point of reference for the mission, and the link between headquarters and the mission for all financial matters.

Specific stakes and challenges

Structuration: after one year of operation, the finance department in coordination remains young, the Finance Coordination will have to continue to invest into the structuration of its department to reach a sustainable organization (reinforcement of capacities, logic of internal mobility and national recruitment, revision of the set up if needed, workflow optimization). TheFinance Coordination will also have to ensure its coordination department have the capacity to support upon needs but also support the bases in their structuration to reach the same level of sustainability. Legal compliance: SI is yet to have apprehended the complex legal framework of Ukraine and Moldova. Two external tax and legal counseling firms have been contracted to support SI in adapting its ways of working to this level of compliance. > the Finance Coordinator will have to carry on this adaptation of protocols to be in line with the legal requirements while capitalizing on our understanding of the legal environment. Cash management: The first national banking system of the mission will be fully functional for the second quarter of 2023 >; the Finance Coordinator will be able to move to the optimizing steps and definitively shutting down the previous system. Monthly cycle: The accountancy is recovering from delays and the financial tools are starting to be fully functional > the Finance Coordination will have to support the systemization of regular monthly cycles and will then focus on improving the quality of the data and analysis. Outputs of the first field audits (Mar23) will drive improvement orientation. Grant management: The financial reporting is recovering from delays in link with the accountancy > the Finance Coordinator will have to support the stabilization of this running activities and maintain the move already initiated to position the bases into the proposal exercise. Implementing partnership is also a key challenge of the mission and the Finance Coordinator will need to strengthen the financial monitoring tools implemented on the mission. Finance strategy: The programming exercise for 2024 will be coming in Sep23 > the Finance Coordinator will be leading the financial projections for 2024 and will have to clarify the different risk running on the mission (including their financial estimations). An internal audit visit is expected in May23 and will feed the Finance Coordinator in the revision of the action plan 2023-24 of its department.

Your Profil

Education: Bachelor (or Master’s) Degree in, Business or Public Administration or Accounting or related field

Experience:

3 years proven experience in a similar position required. Previous experience at Finance coordination position with significant financial volume (> 10 millions EUR at least recommended), multiplicity of donor’s Proven experience in team management, team structuring; Proven experience in training & capacity building; Previous experience of project management in NGO / humanitarian fields; Previous experience with SI would be an asset

Technical skills and knowledge:

Knowledge in Financial management; Knowledge in Audit management; Knowledge of ECHO / BHA, UN agencies & other donors assistance policies, guidelines and financial reporting requirements Knowledge of Solidarités International rules and procedures in terms of all administrative matters preferred but not essential

Languages: English, knowledge of Russian / Ukrainian would be a strong asset.

Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

SI will offer you

A salaried post:
According to experience, starting from 2 400 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem.

Starting from August 1st, 2023 onwards, the basic gross salary will be increased to 2600€/month as part of a review of the salary grid.


SOLIDARITÉS INTERNATIONAL also covers accommodation costs in the Guest House and travel expenses between the expatriate's country of origin and the place of assignment.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 700 euros allocated by SOLIDARITÉS INTERNATIONAL). To these break periods, one additional rest day per month worked are granted.
Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
