Terms of Reference for uptake of data and information from SIRGE into the National GHG Inventory and quality review and consolidation of SIRGE Research Reports.

Project Title: Strengthen an Innovative System for the reduction of Greenhouse Gas Emissions and environmental impacts of the nascent beef industry in Uganda in support to rural sustainable transformation (SIRGE).

Project Description

In Uganda, the systems for measuring and monitoring changes in livestock greenhouse gas (GHG) emissions are under-developed despite the growing importance of inventories and the increase in Uganda’s’ ambitions to undertake climate-change mitigation action in the agriculture sector. Uganda is yet to acquire an efficient and robust Data Management and Emissions Inventory system to monitor livestock GHG emissions at national level, thus the accuracy of reporting data on livestock derived emissions is still severely limited. There is need for more accurate and robust information on livestock GHG emissions and productivity.

SIRGE, with funding from the European Union, seeks to contribute to the climate-relevant, productive, and sustainable transformation of agricultural and food systems in Uganda. Since 2021, the SIRGE consortium partners (ACTED, MWE-CCD, ATTA, APRI Global, ESIPPS, Punta360, and NALIRRI) collected data and generated information that will contribute to improving the accuracy of livestock emissions accounting; informing national climate change mitigation and adaption policies; climate-smart interventions; environmental conservation actions; and Uganda’s National reporting processes to the United Nations Framework Convention on Climate Change (UNFCCC). The action is being undertaken in the Mbarara and Nakasongola livestock corridor districts of Uganda.

Project Objectives

Overall objective: Tocontribute to the climate-relevant, productive, and sustainable transformation of agriculture and food systems in Uganda.

Specific objective: To foster innovation and access of rural communities and institutions to new technologies for rural transformation through the reduction of Greenhouse Gas (GHG) emissions and environmental impacts of the nascent beef industry in Uganda.

Expected outputs.

  1. One database to foster innovation in livestock agriculture for food and nutrition security is developed.
  2. An innovative, sustainable, and internationally acceptable tool for measuring GHG emissions is developed / enhanced and disseminated.
  3. Knowledge and evidence-based livestock management practices in adapting to, and mitigating, climate change is increased.
  4. National and regional agricultural research architecture and innovation capacities to apply DeSIRA and promote multi-stakeholder partnerships enhanced.

Project activities

  1. Measure GHG emissions from livestock data collection and mapping
  2. Data characterization modelling and application of GHG emission linked to livestock rangelands.
  3. Capacity building and dissemination of the best practice information of the livestock management practice to reduce GHG emissions.

Objectives of the assignment, roles, and responsibilities of the consultant

The overall objective of this consultancy is to collect all technical data and information from the SIRGE database for usage within the national GHG Inventory system, the Monitoring and Reporting framework and use it to inform national reporting in the upcoming National communications, Biennial Update Reports (BURs) and progress on Nationally Determined contributions (NDC) implementation.

The specific objective of this consultancy is two-fold.

  1. To Update / recalculate the GHG inventory for the livestock sub-sector of Agriculture for the years 1995 - 2021 using the project’s derived emission factors and the IPCC software and 2006 guidelines, methodologies, and good practise guidelines.
  2. To develop the synthesis report from the SIRGE research reports

Tasks

Task 1: Develop the synthesis report from the SIRGE research reports

  1. Obtain soft copies of all the research reports undertaken by the partners.
  2. Screen data and information provided by SIRGE partners
  3. Working closely with all the implementing partners, obtain all the processed and raw data and information for screening.
  4. Produce final synthesis report from SIRGE research reports.

Task 2: Update the GHG inventory of the livestock sub-sector using the project’s derived emission factors and the IPCC software and revised 2006 guidelines, methodologies, and good practice guidelines

  1. Review all the data and information collected by SIRGE project’s implementing partners and any national data on livestock.
  2. Update / recalculate the GHG inventory of the livestock sub-sector for years 1995 - 2021 in collaboration with MAAIF and MWE-CCD
  3. Develop a GHG inventory report for the livestock subsector from 1995-2021
  4. Conduct a validation workshop for the updated GHG inventory of the livestock sub-sector of Agriculture.
  5. Produce high-quality IEC material to facilitate dissemination of updated livestock emission information by the Ministry of Water and Environment-CCD
  6. Produce high-quality GHG Emissions Factsheet for the livestock sub sector.

The Consultant shall be responsible for screening availed data from SIRGE and carrying out all the necessary data collection work and investigations (including interviews if needed) to compile information and data required for the work.

The SIRGE Project team, along with the Ministry of Water and Environment, will assist in providing the Consultant with all available documents originating for the different SIRGE studies undertaken by implementing partners and any other relevant documents for the purpose of this assignment.

The tasks mentioned above shall be performed in close cooperation with SIRGE Project Consortium Partners and the Ministry of Water and Environment, Climate Change Department.

Terms of Payment

  1. The first instalment of 40% to be processed upon the inception report.
  2. The second instalment of 20% upon delivery of the draft synthesis report
  3. The third instalment of 20% upon delivery of the draft GHG database and inventory report
  4. The final instalment of 20% approval of the final GHG inventory and synthesis reports by the Ministry of Water and Environment

Qualification of the consultant

The lead consultant should possess any or all the following qualifications and skills. An advanced degree in forestry, agriculture, engineering, environmental management, environment economics, Livestock Sciences, or other field relevant to mitigation options, GHG or financing of mitigation.

Experience of the consultant

  • More than 5 years’ experience in developing a GHG inventory of the AFOLU sector of the IPCC.
  • Familiarity with national communications, and with international negotiations and processes under the UNFCCC
  • Knowledgeable in compiling national GHG Emissions inventories, related reports, and mitigation analysis in the context of National communications.
  • Good understanding of climate change and the role played in livestock sub-sector.
  • Participation in previous climate change related activities in the livestock sub-sector.
  • Relevant experience in the field of climate change for at least 7 years

Competencies:

  • High proficiency in English language, ability to speak and write English, especially technical and report writing.
  • Demonstrable analytical skills, such as an extensive list of publications, etc.
  • Excellent interpersonal and communication skills as well as ability to establish and maintain good relationship with stakeholders.
  • Ability to meet deadlines and prioritize multiple tasks.

Duration of contract

The overall duration of the assignment covered by this ToR is 60 man-days spread over a period of 9 months from the date of contract signature. If delays occur without mutual and prior agreement for extension, ACTED reserves its right to charge the awarded party a penalty equivalent to 2% of the total assigned budget for every week delayed.
