About SEED Foundation: SEED Foundation is a locally registered NGO in the Kurdistan Region of Iraq. SEED’s mission is to protect, empower, and support the recovery of survivors of violence and others at risk. SEED is committed to delivering quality and holistic approaches, combining international expertise and local know-how to achieve results for the people of Iraq and Kurdistan. SEED’s programming focuses on three key objectives: 1) the delivery of transformational, comprehensive services including case management, mental health, and legal services, as well as psychosocial support activities; 2) strengthening the capacity of service providers through education, training, and capacity-development programs; and 3) ​promoting policy and social change to strengthen rights and protections for vulnerable populations through public awareness, technical assistance, and advocacy.

SEED carries a broad program portfolio focused on Technology-Facilitated GBV (TFGBV) focused on services to survivors and those at risk; policy and advocacy focused on legislative, policy, and institutional strengthening; prevention and awareness; and training and capacity building.

Role of the TFGBV Manager: The TFGBV Manager (TFGBV-PM) will be responsible for programmatic and technical leadership across SEED’s TFGBV programming, including Online Child Sexual Exploitation and Abuse (OCSEA). They will facilitate and coordinate the Iraq TFGBV Task Force, support Task Force members to identify gaps and needs, map available services for survivors, mobilize joint efforts including advocacy campaigns, capacity building, etc. The TFGBV Manager will lead on the development and implementation of new programs. The TFGBV Manager will lead technical work on TFGBV and OSCEA and develop and implement technical initiatives, including analysis, assessment, advocacy, technical assistance, and awareness efforts. They strategize initiatives for collaboration with government agencies, to strengthen their TFGBV prevention policies, protections, approach and services. The TFGBV-PM will monitor global developments and efforts, and ensure existing initiatives meet international standards, as well as national and regional standards endorsed by the GBV AOR. The TFGBV-PM will lead our engagement with key stakeholders in Iraq and globally.

The TFGBV Manager will also serve as a technical resource for SEED’s service delivery department, strengthening capacity and contributing to the development of procedures, harmonization of TFGBV safeguarding across all SEED’s programming. The TFGBV Manager will work together with the Communications and Community Engagement Units to develop public awareness and prevention messaging and campaigns. The TFGBV Manager will support the design and delivery of training to service providers, including on strengthening services and protections for vulnerable individuals.

Specific Tasks:

Programmatic Leadership and Organizational Representation (45%):

  • Leading strategic planning on TFGBV programming and initiatives with the goal of enhancing understanding of TFGBV in Iraq through assessment, research and analysis, technical assistance, training, awareness raising
  • Participating in program planning, design, and interventions to strengthen government protections of human rights and prevention and awareness efforts
  • Leading the TFGBV task force, including coordinating monthly meetings, and gathering and disseminating resources.
  • Supporting SEED’s representation at regional and global events.
  • Coordinating and collaborating with the government and other key stakeholders such as the technology industry, UN Agencies, etc.
  • Developing strategic partnerships, and maintaining effective working relationships with key stakeholders.
  • Developing materials and delivering training for external audiences.
  • Strengthening protection responses to TFGBV in Iraq through capacity building for frontline responders
  • Strengthening prevention efforts of TFGBV in Iraq through in-depth sustained research and advocacy

Technical Leadership on TFGBV (40%):

  • Developing strategic plans and technical initiatives for engaging with government and other actors to reduce and prevent, and strengthen TFGBV response
  • Conducting research to identify best practices, processes, policies, interventions, and tools, that can be adapted, developed or used in our work
  • In collaboration with SEED’s Technical Department, Program Managers, and Senior Management, developing TFGBV prevention, safeguarding, and response strategies
  • Identifying TFGBV gaps and needs in the KRI and participate in program design and development, and execution of TFGBV policy and advocacy programming accordingly
  • Developing and reviewing technical content, policy briefs, advocacy recommendations, awareness and training materials.
  • Developing clear TFGBV response guidelines and standards consistent with international best practice and ensure harmonization across all SEED’s programs, services, and internal policies.
  • Supporting the development of TFGBV related communications, media, and public awareness content.
  • Identifying, sharing and adapting SEED’s existing resources and materials.
  • Drafting and developing assessments, reports, strategies, and other materials to support policy and advocacy efforts.

Monitoring and Evaluation (15%):

  • Support in ensuring TFGBV policy and advocacy activities are properly monitored, documented, evaluated, and reported on.
  • Support program M&E, including development of tools, to ensure that M&E systems provide adequate feedback on interventions.
  • Make recommendations for program development and course correction.

Essential Criteria:

  • Degree in social or political science, public policy, IT, law, international development, conflict studies, gender studies, human rights, or another related field.
  • Experience in designing and leading policy or technical initiatives.
  • At least five years of working on international GBV or CP programming and expertise on technology and/or TFGBV and OCSEA.
  • At least three years of experience working in a related senior technical or programmatic role.
  • Strong people and project management skills, including in supervising GBV services.
  • Strong leadership skills.
  • Experience implementing donor-funded international development and/or humanitarian assistance programs.
  • Experience in the Middle East, Iraq and/or Kurdistan Region is a plus.
  • Strong belief in gender equality and human rights.
  • Good interpersonal, communication, time management and team-building skills.
  • High standard of spoken and written English, with Arabic and/or Kurdish a plus.
  • Ability to work in a stressful setting and adapt quickly to changing environments.
