National governments have demonstrated a clear commitment to fulfilling their mandates for biodiversity conservation and sustainable use in ways compatible with national development goals, and to identify diverse financing solutions for biodiversity management. UNDP believes a transformation is needed in the way biodiversity finance is planned and managed to unlock the resources required to meet the Aichi Targets defined in the CBD’s Strategic Plan 2011-2020 in a manner that promotes sustainable development and the eradication of poverty.

Guided by a global steering committee representing its partners, the Biodiversity Finance Initiative (BIOFIN) aims to develop a methodology for quantifying the biodiversity finance gap at the national level, for improving cost-effectiveness through mainstreaming of biodiversity into national development and sectoral planning, and for developing comprehensive national finance plans. BIOFIN  will  thus   provide  a   framework   for  undertaking  “bottom-up”   analyses   and    resource mobilization strategies, embedded in a transformative process led by national stakeholders, aimed at allowing countries to implement their National Biodiversity Strategic Action Plan (NBSAPs) and achieve national biodiversity targets. BIOFIN will feed into the development of NBSAPs, while the NBSAP projects in turn will provide a platform for integration into decision-making processes.

National teams work with the global BIOFIN team on the following components: 1) Policy and Institutional Review (PIR); 2) Biodiversity Expenditure Review (BER); and 3) Finance needs assessment (cost and gap analysis); 4) Biodiversity Finance Plan (BFP); and (5) Implementation of Financial Solutions.

Based on insights gained from the results of BIOFIN assessments, it revealed significant financial needs for the achievement of national and global biodiversity imperatives. Public budgets continue to be the primary source of direct funding for biodiversity in all countries and will most likely continue to be so into the future. The significant cost of the response to, and recovery from, the global COVID- 19 pandemic will create further unprecedented constraints on public budgets, reaching years into the future.

Now, more than ever, these budgets are under pressure. The pandemic results in the reallocation of funds to urgent public sector needs, including health care and economic recovery. In the first semester of 2020, there was a massive loss of revenue for protected areas around the world, as global tourism came to a standstill, and the world’s iconic national parks largely closed as the pandemic progressed. The risk of poaching increased, while deforestation and illegal mining rose. Rangers face mobility challenges due to lockdowns while needing to cover ever larger territories in the absence of tourists who used to lend additional ears and eyes. BIOFIN supports Governments through empowered to advocate for and develop strong financial solutions for their protected areas and other biodiversity priorities, and to use their limited resources as effectively as possible.

The position of Technical Associate is located primarily in the Directorate Environment Affairs, reports directly to NPC for BIOFIN project and works closely with Director Environment Affairs, Bappenas, and National Project Manager (NPM) of BIOFIN Project. The incumbent will be responsible for providing technical assistance to the Directorate Environment, Bappenas in designing, implementing, monitoring, and evaluating the impacts of BIOFIN programme implementation toward sustainable development goals.

S/He will also work in close collaboration with programme, operations, technical advisors, experts, Government officials, and other relevant stakeholders to successfully implement the UNDP project/programme.


Duties and Responsibilities

The Technical Associate will support the BIOFIN team and unit cluster and will be responsible for the following tasks, in support of the BIOFIN implementation programme in Indonesia:

1.    Support the National Project Manager in providing strategic inputs for BIOFIN project activities, focusing on achievement of the following results:
a)    Provide   technical  support   to   the   implementation  of   BIOFIN  project   throughconsultation with the Government, donors, UN agencies, NGOs/CSOs and other partners;
b)    Assist in conducting analyses of the project to assess its effectiveness in contributing to the intended outcomes, national priorities, and develop strategies to address identified weaknesses;
c)    Contribute to the setting of technical standards based on regional and global best practices in the thematic area of the project.

2.    Support the project team to ensure effective project planning and implementation focusing on achievement of the following results:
a)    Provide technical support, working in collaboration with the Project Manager, in planning and effectively implementing project activities within the scope of approved budgets, work plans, and other project documents and in alignment with UNDP’s programmatic priorities and goals.
b)    Supervise and coordinate the work of consultants. Provide technical support in the identification and sourcing of technical expertise, including preparation of TORs and evaluation of experts.
c)    Provide timely and quality technical support for the project implementation in line with UNDP’s rules and regulations, and UNDP Project Operational Policies and Procedures.
d)    Manage and analyze project implementation progress to identify risks and other implementation problems. Ensure timely collection of data for reporting on project activities, outputs, and outcomes; and substantially contribute to the preparation of narrative and financial progress reports, including donor reports. Provide technical support on risk mitigation measures to address implementation problems. Update risk logs.
e)    Support and participate in quality control mechanisms, seeking to improve the technical quality of the project outputs, products, publications, and policy discussion papers and briefs.

3.    Support strategic partnerships, communication, and support to the implementation of resource mobilization:
a)    Support in updating database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project.
b)    In coordination with UNDP’s Communication unit and other relevant counterpart communications department, support documentation of the project activities as a tool to communicate results, deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project.
c)    Provide substantive inputs to resource mobilization strategies as required, including contributing to efforts to unlock further gender-responsive multilateral and bilateral biodiversity finance.
d)    Liaise and maintain a strategic engagement with all the relevant institutions, including establishing contact and developing strategic partnerships with other UN agencies, government institutions, donors, NGOs, IFIs, the private sector, academia, civil society, and other stakeholders and beneficiaries at the national, regional, and local levels.
e)    Conducting research and providing support to BIOFIN project with the designing of financing instruments (such as innovative financing instruments) to finance the biodiversity agenda for Indonesia.
f)    Prepare relevant documentation such as project summaries, conference papers, and advocacy materials.
g)    Support UNDP in implementing resource mobilization strategies and engaging potential partners to the gender-responsive biodiversity finance governance program.
h)    Participate in meetings with donors, prepare and deliver presentations of project results, and follow up with relevant counterparts if requested by the supervisor.
i)    Support and facilitate dialogue on biodiversity and sustainable development issues with government officials, development partners, civil society, and the private sector.
j)    Support monitoring and reporting of progress related to biodiversity financing and other national development frameworks, including to help strengthen national and local level data collection and statistical capacity.

4.    Supports knowledge building and knowledge sharing focusing on achievement of the following results:
a)    Identify, evaluate, synthesize, and document lessons learned and best practices directly linked to the project goals and activities. Develop knowledge-sharing materials and respond to related queries.
b)    Contribute substantively to knowledge networks and communities of practice within the thematic area of the project.
c)    Develop and carry out a personal learning plan.
d)    Participation in the trainings for the operations/ projects staff, and contribute to knowledge networks and communities of practice.
e)    Ensure active participation in learning and knowledge sharing in gender analysis and gender mainstreaming.

5.    The incumbent of the position should avoid any kind of discriminatory behavior including gender discrimination and ensure that:

6.    The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The direct supervisor of this activities is National Project Manager for BIOFIN project. She/He will work closely with the Directorate of Environment, Bappenas. The organigram in Annex shows the position of this function within the office and unit structure.

Required Skills and Experience
Min. Academic Education     -Secondary  Education is required.
-University Degree (Bachelor’s degree) in environmental management/sciences, conservation biology/ecology geography, natural resource management, or in another related field will be given due consideration but it is not requirement.
  Min. years of relevant Work experience     Minimum 7 years (with secondary education) or 4 years (with bachelor´s degree) of professional experience in the field of development.
