Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. The position is located in the Public Finance and Actuarial and Statistical Services Unit (PFACTS) of the Social Protection Department (SOCPRO). SOCPRO is responsible for promoting social protection for all through adequate, sustainable, and comprehensive universal social security systems, including national social protection floors, in accordance with the Social Protection Floors Recommendation, 2012 (No. 202), the ILO Social Security (Minimum Standards) Convention, 1952 (No. 102) and other ILO social security standards. PFACTS is responsible for providing advice to constituents on financial, actuarial and statistical issues applying the principles and values of ILO social security standards; articulating ILO positions on social security reforms, costing and financing of social protection systems, options for fiscal space and financial governance of social protection; as well as collecting, statistically processing and producing global social protection data within the framework of the ILO consultation on social security and various quantitative tools.
The main role of the position is the application of actuarial and other quantitative tools for social security at global and country level, for sharing results and providing technical advice for the development of national social security policies, and for supporting the capacity building of ILO constituents. The position is also responsible for contributing to the development and maintenance of the tools of the Quantitative Platform on Social Security (QPSS), their use and dissemination, and the application of new and existing tools for the purpose of sustainability assessment, advocacy, and promotion of social protection worldwide.
The incumbent works under the direct supervision of the Head of PFACTS and ultimately the Director of the Department. The incumbent works in collaboration with other specialists in SOCPRO, in the International Social Security Association (ISSA), multilateral development banks, international financial institutions and with UN agencies at the country and global levels.
Advanced level university degree (Master’s or equivalent) in actuarial sciences, mathematics, economics, finance, data science or statistics or other relevant field.
A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned field(s) or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
At least five years of experience in work on social security development.
Demonstrated experience in actuarial and economic modelling applied to social security.
Experience working with social security institutions and/or international social security organisations is an advantage. Published work in the field covered by this position is an advantage.
Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of a second working language, one of which must be English.
In addition to the ILO core competencies, this position requires:
Knowledge of STATA or similar, advanced Excel, and Python or similar.
Good knowledge and understanding of theories, trends and approaches in the area(s) of economics and actuarial science.
Knowledge of the substantive nature of Organization’s work programmes and activities.
Knowledge of IT applications for information collection, management and dissemination.
Ability to use analytical tools and qualitative and quantitative techniques.
Ability to identify sources and develop methods for data collection.
Good research and analytical skills.
Good drafting skills.
Ability to adapt quickly to new IT software and systems.
Good communication skills, presentation skills. Persuasion and ability to present technical arguments to convince counterparts on a course of action.
Ability to maintain effective and collaborative working relationships with key stakeholders and work well in a tripartite context.
Ability to present/promote the technical area of work and the ILO's position on it to partners using a wide range of techniques and technologies.
Ability to assess, adapt and amend individual and group assignments (policies, approaches, models) to meet new or changed needs and situations.
Ability to share knowledge and provide technical advice and guidance in the technical area.
Ability to work effectively in a multicultural environment and to demonstrate and model gender-responsive, non-discriminatory and inclusive behaviour and attitudes.
