What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Context

Yemen is currently the world’s biggest humanitarian crisis, not showing any signs of slowing down. The ICRC operation there, the second ICRC biggest globally, has a strong focus on health assistance and civilian protection activities notwithstanding the volatile environment on both sides of the frontlines.

The entire ICRC workforce in Yemen, over 700 staff member between Yemeni citizens and expatriate staff, is exposed to a relevant level of hardship of both living and working conditions affecting for example their possibility of free movement, access to adequate health care and diversification of activities. Such hardship together with the professional engagement towards the victims of the conflict determines multiple coexistent occupational risks calling for resourceful, combined and collaborative health managerial skills.

Role Description

The ICRC Staff health manager (medical doctor responsible for ICRC personnel in the field) oversees all Staff health activities in one specific country. He or she manages a team of medical doctors and nurses locally hired (Staff health officers) and receives both Regional and Headquarters technical support (Regional Staff health medical doctor and Regional psychologist in Beirut; Staff health medical doctors, and clinical and organizational psychologists in Geneva ICRC Headquarters).

The role of the Staff health manager is to:

  • Implement ICRC Staff health strategy in all sites of one specific country
  • Promote and apply preventive health policies and activities in the domain of physical and mental health e.g. Communicable and non-communicable diseases, addictions, stress etc. for all ICRC staff
  • Carry out health briefings for all newly employed ICRC staff
  • Assess mitigation of health risk linked to living conditions in remote sites, in particular, to prevent illness and promote good standards of general hygiene (i.e. housing, use of mosquito-nets when indicated, use of water filter, hygiene standards of cooks and cleaners, nutritional advice)
  • Ensure appropriate case management of ICRC staff with physical or mental health problems, including indication for repatriation on medical grounds (“MEDEVAC”) or follow-up on-site the medical problem until resolution

AND

  • Act as a focal point for organization and coordination repatriation on medical grounds (“MEDEVAC”) of ICRC staff
  • Assess the quality of medical services provided by the referral structures selected for treatment of ICRC staff
  • In collaboration with management and logistics, develop, update and implement the country medical contingency plan
  • Provide direct medical advice following critical incidents in the field and follow up in case further intervention is required
  • Provide medical support to the crisis cell during critical events and incidents (abduction, death and other casualties of staff in the field)
  • Set up means to prevent and contain outbreaks of communicable illness amongst ICRC staff
  • In collaboration with ICRC Staff MHPSS team (mental health and psychosocial support) implement prevention activities according to ICRC Staff health strategy
  • Collect accurate and monitor data pertaining illnesses, accidents, professional diseases and absenteeism, with a view to providing anonymized data (medical confidentiality) for HR and management
  • Support the management with recommendations on issues related to the health of the staff in the country
  • Support implementation of all COVID-19 related prevention measures including organizing COVID-19 case management and contact tracing

Desired profile and skills

The following are mandatory requirements:

  • Degree in medicine with at least 5 years of post-graduation clinical experience
  • Field experience of at least 2 years in 2 different contexts
  • Very good written and oral communication skills in English (C1)
  • Impeccable understanding and application of medical ethics
  • Proven ability to work autonomously under pressure in a volatile multicultural environment**
  • Proficient user of standard IT tools (Word, Excel, Powerpoint, Outlook, Sharepoint, Skype, Teams)

The following are an asset:

  • Experience in medical emergency management and air ambulance transportation
  • Knowledge of tropical and public health
  • Knowledge of occupational health
  • Written and communication skills in Arabic and/or French
  • Skills in qualitative and quantitative epidemiological analysis (EPI INFO, EPICURE, STATA)
  • High sense of responsibility and motivation by humanitarian work
  • Proven ability to fast analysis, prioritization and planning
  • Strong problem-solving orientation

Our operational & field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
