General Background of Project or Assignment

A technical/software consultant will be recruited to the Presidency of Migration Management Directorate General of Management Services Department of Information Technologies in Ankara under the “Reinforce Effectiveness of National Asylum Procedures in Compliance with International Standards and National Legislation Project” implemented by the United Nations High Commissioner for Refugees (UNHCR), with the Presidency of Migration Management as the beneficiary institution. The technical/software consultant is expected to work full-time at the Presidency of Migration Management and perform necessary technical developments and improvements on the e-learning system of the Presidency of Migration Management, namely Distance Learning Centre (UZEM), to ensure development and maintenance of the system.

UZEM is an LMS (Learning Management System) based distance learning platform, currently including a total of 40 e-learning modules. Development of the Presidency of Migration Management’s e-learning platform, namely Distant Learning Centre (UZEM), first started in 2017 with the launch of the Reinforcement of Turkey’s National Asylum System Project (Reinforcement I) and after the closing of the project in January 2021, extensive efforts have been continued without interruption under the internal budget of UNHCR to operationalize the e-learning platform.

The development and maintenance of UZEM is targeted under Activity 1.3 of the Reinforce Effectiveness of National Asylum Procedures in Compliance with International Standards and National Legislation (Reinforcement II) Project. It is intended to update, improve and support UZEM as per the feedback of users in a way tailored to the needs of the Presidency of Migration Management. For this purpose, three technical workshops have been organized within the scope of the project. System issues have been identified during these workshops and translated into detailed reporting.

In addition to system improvements, revision and updating of existing modules and installation of 5 new modules will be performed by the selected company as described in the Description of the Action. The technical consultant proposed to be recruited as above is also expected to ensure that gaps and areas for improvement identified in workshops are reflected in tender documents and provide technical support to secure that services provided by the selected company are compatible with the system improvements.
Accordingly, the technical/software consultant will be required to focus on the technical functioning of the system as specified in workshop reports. The consultant is also expected to ensure that gaps and areas for improvement identified in workshops are reflected in tender document, provide technical support to secure that services provided by the selected company are compatible with the system improvements, and facilitate communication between the company and the Presidency of Migration Management.

Further information on the system is provided below:
• The application is built using ASP.NET version 4.6
• The codes are written using the MVC pattern, Entity Framework, Razor pages, and JavaScript
• The application is utilizing the Entity Framework to communicate with the database.
• The application is using Razor pages for the views and JavaScript for client-side scripting.

Overall Purpose and Scope of Assignment

Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (time lines, value of the service rendered in relation to the cost, timeliness) and work plan:

The technical/software consultant is expected to implement revisions and improvements with regard to the following:
i) System login features
ii) Fields with function issues in system interface tabs
iii) System search, module/content presentation and layout
iv) Statistical data generation on the use of the system
v) The system’s integration with the Presidency’s internal systems
vi) Technical issues in modules that need to be addressed initially based on system test reports.

The consultant is also expected to ensure that gaps and areas for improvement identified in workshops are reflected in tender document, provide technical support to secure that services provided by the selected company are compatible with the system improvements, and facilitate communication between the company and the Presidency of Migration Management.

Depending on the progress made within the contract period and in view of possibility of extension, further assignments relating to system and module improvements can be made.

Qualification and experience required (degree required, years of work experience, field of expertise, language required):
• Undergraduate degree in computer engineering, software engineering, information systems engineering or similar,
• Prior experience in application development with ASP.NET MVC, ASP.NET CORE or similar frameworks,
• Knowledge and working experience in JavaScript, Javascript framework and at least one library (Vue, Angular, React), and web technologies such as CSS3, HTML5,
• Prior experience in building applications with MS SQL and/or Oracle and/or PostgreSQL databases and intermediate SQL knowledge and experience,
• Knowledge and working experience in multi-tier architecture, Windows services, Micro Services, Web API and Web Services (SOAP, WCF, REST),
• Knowledge and experience in source code management tools such as TFS, GIT, working experience in at least one source code management tool,
• Preferably previous experience in software development in a Distance Learning System Project.
• Fluency in English and Turkish.
