    Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

    The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

    Introduction

    The position is located within the Programming, Partnerships and Knowledge-Sharing Unit (SOC/PPKS) of the Social Protection Department (SOCPRO). SOCPRO is responsible for promoting enhanced coverage and effectiveness of social protection for all through efficient and sustainable comprehensive social protection systems, including social protection floors, in line with the Social Protection Floors Recommendation, 2012 (No. 202), the Social Security (Minimum Standards) Convention, 1952 (No. 102) and other ILO social security standards. SOCPRO consists of four units: the Social Policy Unit, the Programming, Partnerships and Knowledge-sharing Unit, the Public Finance, Actuarial and Statistics Unit, and the Actuarial Services Unit. SOC/PPKS is responsible for effectively supporting the management and operations of the Department, coordinating the communication and dissemination of social protection knowledge and providing technical and operational support for the ILO’s Flagship Programme on Building Social Protection Floors for All (Flagship Programme). The unit also contributes to the development, resource mobilization and execution of development cooperation projects of the Department including within the context of the ILO’s Flagship Programme on Building Social Protection Floors for All.
    The position is responsible for the production of knowledge products and advocacy/awareness raising materials, communication and dissemination of social protection messages and knowledge products. The position is responsible for the thematic area on social protection communication and education. The position will also contribute to the development and management of the Flagship Programme, by working closely with relevant parties inside and outside the organization.
    The position reports to the Head of the Programming, Partnerships and Knowledge-sharing Unit (SOC/PPKS) of the Social Protection Department SOCPRO.

    Specific Duties

    1.Act as Coordinator for the production and dissemination of the knowledge products of the Department. This includes the coordination of (i) the production of the publications of the Department including the ILO’s flagship World Social Protection Report; (ii) the development of training tools and materials on social protection; and (iii) the design and management of knowledge platforms and websites.
    2.Coordinate the production and publications processing of the products of the Department. This involves editing knowledge products; coordinating the work of editors and translators; revising and validating translations and edited material to ensure conformity with ILO rules and standards; collecting and verifying technical terminology and references; and producing and revising bibliographies. Act as focal point for liaison with the relevant ILO departments responsible for publication production (PRODOC and DCOMM/PUBL).
    3.Coordinate the development of training tools and materials on social protection. This includes producing training material; identifying the relevant resources; managing the online training platforms; collaborating with partners; and ensuring regular updates of the training material.
    4.Manage the knowledge-sharing platforms and online learning tools of the Department. This includes specifying IT services; overseeing and validating technical developments; managing content; producing technical content; providing guidance to content administrators and users; and overseeing the work of the IT specialist.
    5.Act as Communication Officer of the Department. Contribute to the preparation and implementation of communication strategies and plan, draft and produce communication material (video scripts, newsletters, exhibitions, conferences, news items, web and social media content) and design communication websites. Act as focal point for liaison with the relevant ILO department responsible for Communication (DCOMM).
    6.Provide technical inputs to strategies and communication plans developed in the framework of technical advisory support to constituents and development cooperation projects. Provide technical support to members of the Social Protection Global Technical Team.
    7.Act as Focal point for the thematic area of social protection communication and education. Provide technical advice, participate in training seminars and workshops as resource person.
    8.Undertake research, document country experiences, produce methodological material, and provide inputs for technical reports and tools on issues related to the thematic area of social protection communication and education. The documenting of experiences and sharing knowledge will also include aspects that promote gender equality and non-discrimination.
    9.Support the organization of meetings and events, in particular with respect to production and publication of content for internal and external communication channels (intranet, web portal, newsletters, social media, etc.).
    10.Provide support to the management of the ILO’s Flagship Programme, including its communication activities and production of communication tools.
    11.Participate in developing and facilitating networks and partnerships in the relevant thematic areas by developing and sharing knowledge, building capacities, developing and implementing specific activities.
    12.Contribute to the development of strategies for the engagement of donors for the Flagship Programme in the relevant thematic areas, including project proposals, draft components of progress reports for donors, backstop relevant development cooperation projects.
    13.Perform other relevant duties as assigned.

    Generic Duties

    1. Originate, write and edit information material for dissemination. Commission, write or edit brochures, posters, press kits, articles and/or press releases.
    2. Conduct original research for information projects and publications. Analyze and prepare briefing papers on meetings and activities of the organization. Provide senior communication and public information specialists with regular updates on upcoming meetings, conferences and seminars, and with press reviews of articles published in the international media.
    3. Develop automated databases and mailing lists of target audiences, and provide information through such means as press releases, interviews, features, audio/visual productions, etc.
    4. Maintain contacts with media representatives and others to promote the activities of the organization. Ensure that responses to direct or indirect requests for information about the work of the organization promote better understanding of its objectives and activities.
    5. Act as focal point for liaison with identified substantive offices, obtain ongoing information about their areas of activity, arrange for meetings of representatives of substantive units, and brief communication and public information specialists accordingly.
    6. Evaluate the effectiveness of approaches to reach the media and public, undertake active follow up to increase impact, and assist in the launching of promotional campaigns.
    7. Organize seminars, meetings and discussions with media representatives and other concerned parties, and reply to specific enquiries.
    8. Compile and maintain audio/video (A/V) libraries. Conduct research for A/V projects, propose programme formats and technical approaches, coordinate technical standards and ensure the production of language versions, and verify that production work has been completed and within approved budgets.

      Required qualifications

      Education

      Advanced university degree (Master‘s or equivalent) in communication, journalism, social sciences, economics, business administration, public administration or other relevant field.

      A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

      Experience

      At least five years of professional experience related to social protection and communication. Proven experience in the field of social protection is required. Experience with the International Labour Organization or another international organization is an advantage. Knowledge of desktop publishing software (InDesign). Experience in use of social media platforms.

      Languages

      Excellent command of two working languages (English, French, Spanish) of the Organization, one of which must be English. Knowledge of the third working language (French or Spanish) of the Organization would be an advantage.

      Excellent presentation skills. Good knowledge of the organization’s mandate and its programme of activities. Ability to evaluate information needs and to provide appropriate and targeted information accordingly. Knowledge of audio/visual production techniques and methods. Good knowledge of Office's policies, administrative procedures and practices.

      Conditions of employment

      • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
      • The first contract will be issued for a twenty-four month period.
      • A successful external candidate will be on probation for the first two years of assignment.
      • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
