  1. Role and responsibilities

    The purpose of the Shelter Team Leader position is to assist in the day to day implementation of the CC project and for the cash for assets project is to essentially work in collaboration as well as monitor the field activities of partner, mentor NRC field assistants throughout the entire project cycle of project intervention. Use actions words such as conduct or assist for the position relevant responsibilities.

    The following is a brief description of the project;

  2. Adhere to NRC policies, CC tools, handbooks and guidelines
Oversee the entire Shelter CC and it partners operational project cycle for the CfA intervention.Monitor that key targets are met in the project implementation of the Shelter CC activities and CfA intervention. Guided by the project agreement between NRC and NRC’s PartnerEnsure the projects meets the agreed criteria in targeting the most excluded and economically vulnerable households in the Village Tracts are selected and that this process is fully transparent and inclusiveCollaborate with the NRC’s Partner Coordinator to review progress and ensure key operational targets are met and kept to schedule. To include but not restricted to the baselines survey, targeting and registration of households, asset creation activities are properly designed and within budget, activities are properly managed and targets met, payments to HHs are structured and orderly and PDMs are properly conducted.Administrate payment requests for partners, contractors, suppliers, construction workers etc. Ensure Carry out data collection, and electronic data inputting as requiredRegular review of shelter stocks and flagging to Shelter Coordinator, Shelter  PMEnsure scan and file relevant documents according to proceduresPrepare periodic progress reports for the Project Activities and CfA intervention, working with the M+E Officer. Including the Baseline survey and Post Distribution Monitoring (PDMs). Following donor requirements that are reviewed by the Shelter Project Coordinator (Community Work) Shelter PM.Ensure the payments to HH in each of the payments/project are orderly and transparent and that HHs receive correct payments, based on agreed rates for works completed. Moreover this process is properly documented and recorded. Support the Shelter Project Coordinator and Shelter PDM to develop work plans for field assistants in the implementation of Shelter Activities.Provide technical support to field assistants to monitor the Shelter Activities implementation.Supportive of the rights of IDPs/returnees in accordance with the NRC advocacy strategySuggest new methods and approaches in order to improve the quality of the activities.

Specific responsibilities 

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

Coordinate and responsibility for the implementation of the project funding in Sittwe, in line with the Northwest Shelter strategy.Developed and review Regularly work plan of Shelter, with suggestions of areas of adaptation based on need. Moreover, assist NRC’s partner to finalize their operational work plan and schedule, including key targets, such as the baseline survey, targeting and registration of HHs, asset creation activities are approved by the municipality are correctly budgeted and implemented. Crucially, a schedule for payments to HHs for CfA activities is structured and properly administered. Finally, PDMs are conducted on schedule. Establish productive working relations with NRC’s partner and understand their operational project cycle for the Shelter Project intervention. Including preparedness plans, targeting, project design, implementation, payments to households and monitoring activities.Manage and expand NRC partnerships with local organizations and camp-based committees to implement joint projects. Produce regular, timely and accurate narrative and financial reports to the Shelter Coordinator and Manager. Establish productive relations with the NRC Staffs. Providing structured reporting updates to include the baseline, targeting and registration of households, implementation of asset creation activities, payments, PDMs etc. Provide weekly mentoring support to the NRC field assistants to ensure they are fully engaged with project activities. With emphasis on site visits to monitoring activities related to the Shelter project intervention. Including the baseline, HH targeting and registration, project implementation, payments to Households and PDMs.In collaboration with the Shelter Project Coordinator and NRC’s Partner Coordinator, develop a monitoring and reporting schedule for the Cash for Asset (CfA) intervention. Guided by the monitoring tools and technical guidance provided by the M+E unit. Including, the baseline survey and PDM schedulesMapping of and building capacity of communities in Cash for Work activities and leading the team in Cash distribution.Supervision and monitoring quality control of ongoing construction of shelters in camp/villages. Support the logistics team to ensure that procurement of NFIs, construction materials are to the  highest standard possible and completed in a timely manner.Create an inspiring team environment with an open communication culture.Undertake any other duties assigned by the Shelter Coordinator when required.Provide the required support to visiting NRC staff, including senior management and external consultants assigned to assess and monitor the CfA intervention.
