  1. Role and responsibilities

    The purpose of the Shelter Team Leader position is to oversight the implementation of NRC’s Shelter response and related project portfolio in Benghazi- Libya. The following is a brief description of the role.

  2. Line management of Shelter officers and assistants project staff in Benghazi. 
Adherence to NRC policies, guidance and procedures; Contribute to Shelter and/or WaSH strategy development, project proposals and provide input on needs and gaps;  Responsible to implement delegated technical portfolio of Shelter projects (activities, budget and project documentation) in line with proposals, strategies and donor requirements, and ensure high technical quality; Provide regular progress reports to Shelter Coordinator;       Ensure that all technical Bill of quantities and scope of works prepared by shelter Officers are in line with quality NRC standards; Oversee and implement assessment and distribution activities.  Promote and share ideas for improvement and necessary changes in the activities; Ensure capacity building of project staff and transfer key skills to engineering officers and assistants.  Liaise and collaborate with relevant local authorities and other key stakeholders; Promote the rights of IDPs/returnees in line with the advocacy strategy;

Specific responsibilities 

Line Management. Responsible for the direct line management of Shelter officers and Technical Assistants  Strategy Development. Support the Shelter Coordinator, Shelter Project manager and the Shelter Specialist in developing and/or revising the Core Competency Strategies for Shelter by providing Area-level analysis and recommendations for needs and response options. Technical Support. Oversee project activities to ensure that works are done according to technical standards and best practices through conducting regular field visits and providing guidance to field teams. This includes the development and/or revision of technical documents such as BoQ’s and designs as well as the supervision of construction and rehabilitation works across the different modalities (e.g., through contractors, cash-based, beneficiary-driven…) as well as soft activities including community engagement and behaviour change in WaSH and shelter activities, contextualizing NRC guidelines. Assess the training needs of members of the community (and other target populations, e.g. schools, etc.), on the targeted behaviours as identified by the programme. Protection Mainstreaming. Responsible for supporting protection mainstreaming in all Shelter and/or WaSH related activities throughout the project-cycle. This includes – but is not limited to – ensuring safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC’s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines. Project M&E. As delegated by line-manager, responsible for accurate and high-quality Monitoring and Evaluation of NRC Shelter and/or WaSH related activities, including information management and archiving. This will include - but is not limited to – the successful implementation of construction/process, output and outcome monitoring conducted by NRC, implementing partners and/or third parties. M&E activities will be conducted in accordance with the Libya M&E Strategy, tools and guidelines.  Reporting. As delegated by line manager, responsible for accurate and high-quality contributions to the reporting of NRC Shelter and/or WaSH Area-level achievements through all relevant reporting mechanisms. This includes, but is not limited to, internal reporting mechanisms (e.g. NRC GOORS), donor reports and inter-agency reporting of achievements (E.g. 4Ws). Collaboration. The position-holder is responsible for maintaining a collaborative working environment with other team members, both within the Shelter and WaSH project team, within other Core Competencies and with the Support Team. This includes – but is not limited to – the Shelter and the Housing, Land and Property (HLP) and WaSH staff.  Assessments. In collaboration with the Shelter Coordinator, Shelter Project manager, overseeing all assessments undertaken by the project team. This includes technical assessments looking at rehabilitation and construction needs, as well as site or household level assessments aimed at assessing needs and possible interventions.  Accountability. Responsibility for ensuring adequate accountability for shelter technical documentation, including Bill of quantities, SoWs, monitoring reports…, as per NRC policies and the requirements of management for Shelter, WaSH or related activities.

These are skills, knowledge and experience that are important for effective performance. 

 

Generic professional competencies for this position: 

Minimum 3 years of experience of project implementation, with a strong technical background in the construction/engineering industry. Bachelor’s degree or above in Civil Engineering, Structural Engineering, or equivalent. Experience from working in complex and volatile contexts and in a humanitarian/recovery context or equivalent; Technical Shelter and or WaSH and Emergency Response expertise; particularly on water tracking and reparation/ installation of WASH facilities  Good understanding of common water and sanitation hygiene promotion approaches. Proven leadership and management skills including planning and budget tracking capacities. Documented results related to the position’s responsibilities. Knowledge about own leadership skills/profile. Fluency in Arabic, both written and verbal. Strong English skills, both written and verbal.

 

Context related skills, knowledge and experience 

Knowledge of the context in Libya. Experience communicating effectively with local authorities and communities. Experience in team leading and capacity building. Elementary knowledge on budgeting and accounting. Technical knowledge and experience of the behaviour change process in a humanitarian context Technical knowledge and experience of the community engagement process in a humanitarian context. Understanding of donor requirement and humanitarian standards  Candidates with an advanced degree preferred; significant experience in the field of WASH, or Shelter considered in lieu. AutoCAD, WaterCAD or EPANT, Structural analysis and design software’s knowledge is required.
