Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of religion, creed or political affiliation. To develop this work from our headquarters in Brussels, the Medical Department of the Operational Centre Brussels is recruiting a: Sexual and Reproductive Health advisor (m/f)

CONTEXT

In 2019, Médecins Sans Frontières, Operational Centre Brussels (OCB) was involved in around 30 countries comprising 79 projects. These different projects are managed by 7 different multidisciplinary teams in the operational department. The fields of intervention for the operations are support to populations in conflict and post-conflict contexts, epidemics and endemics, support to excluded populatio07/ns and natural disasters. Within these different contexts, a specific vulnerable group are women and victims of sexual violence (both men and women). Health issues related to Reproductive Health (RH) and situations of Sexual Violence (SV) should be addressed transversal over the different project types.

The Sexual and Reproductive Health (SRH) advisor will work in the medical department. As advisor for Sexual & Reproductive Health and Sexual Violence care issues, s/he will be in charge of supporting operations, training and will contribute to the definition of medical policies, production of guidelines and technical tools in the following topics: obstetrics, abortion care, contraceptives, antenatal, postnatal, sexually transmitted infections, PMTCT, sexual and gender based violence and female genital mutilation.

S/he will work together with a full-time senior SRH advisor with whom s/he will closely collaborate and communicate to assure coherence in the approach of the SRH related topics and vision and to be as well able to act as a back-up in the absence of the other. Both SRH advisor positions will carry individual responsibility over different projects and technical files. In case of incoherence, or need for clarification, the senior SRH advisor will act as end responsible. Further, s/he will collaborate closely with the other experts in the medical department (e.g. neonatal care, nutrition, HIV, mental health and the gynaecologist) and will be working together with the concerned medical responsible in the operational cells and with the concerned heads of mission or medical coordinators.

JOB PROFILE

· Gives technical support and strategic direction to field programmes on SRH issues through day-to-day requests and field visits.

· Participates in Patio meetings, Copros and annual review of operations.

· Contributes to the production of policies, strategies and technical norms in his/her fields of expertise.

· Participates to the production of guidelines, strategic papers and technical tools and kits, based on field experience and literature.

· Capitalizes the MSF experience in his/her field of expertise.

· Supports the production of the annual report of SRH activities.

· Conducts briefings and debriefings of medical expatriates working in SRH projects, as well as medical coordinators and head of missions.

· Gives support for the recruitment and matching of midwives.

· Participates in the international MSF working group on sexual and reproductive health (3-4 meetings/year), is the focal person for SRH related training in OCB.

· Keeps up with the knowledge and experience acquired, selects relevant documents and ensures its diffusion to the MSF medical staff (field and headquarters).

· Networks with external experts and institutions (universities, NGOs etc.).

· Represents MSF in SRH related topics on conferences and related events.

· Contributes to operational research in the field of SRH.

· Is the main responsible for the organization and content of the SRH intersectional training (when hosted by OCB) and Global ALSO training in Denmark. Co-facilitator of SRH and ALSO training in Europe.

· Organizes Global ALSO trainings and SV trainings in the field.

· Facilitates SRH related sessions in MSF internal trainings (Health Promotion, Induction, First Line Medical Training, …).

· In close collaboration with the data-management team (Ariadne team): establishes indicators for monitoring and evaluation of SRH and SV related activities. Suggests, reviews and follows up of data collection in response to operational demand.

· Is the contact person for the Communication Department.

PROFILE OF THE CANDIDATE

· Midwife with special interest and experience in RH and SV issues.

· Additional training experience in reproductive health is an asset.

· Certificate of ALSO provider is mandatory and instructor is an asset.

· Minimum 3 years of field experience; MSF experience is required.

· Aptitude for human relations and teamwork.

· Training skills are indispensable.

· Languages: perfectly spoken and written English is an absolute requirement; good spoken and written French; knowledge of other languages is an asset.

· Good knowledge of computer software Word, Excel and Powerpoint.

CONDITIONS

· 1 year contract, extensible (2 years commitment expected)

· Full time - based in Brussels with frequent travels (3-4-field visits/year)
