Job Summary:

Under the supervision of Health Supply Chain Program Manager, Health Supply Chain Senior Technical Officer is responsible for providing technical assistances for the implementation of the Health Supply Chain (HSC) strategies and activities according to the workplan. He/she will also responsible in managing all Provincial and District Health Supply Chain officers and TBS. He/she will provide assistances to the HSC Program Manager to manage the Health Supply Chain Unit.

Accountabilities:

  • Responsible for assisting the development and implementation of the Health Supply Chain Unit strategy in Jakarta and Greater Jakarta.

  • Implement appropriate local strategies for related Health Supply Chain at the provincial and district levels.

  • Provide supervision to District HSC Officers and TBS in assisting all health facilities to achieve technical performance thresholds and to maintain the quality of performance in order to achieve provincial/district targets.

  • Provide inputs for the annual and quarterly work plans, budgets, and all relevant reporting requirements related to HSC and other related units focussing on EPIC working area.

  • Manage quality and effective communication, coordination and liaison with Internal EpiC, DHO, PHO and national level, including EpiC-related partners.

  • Ensure the achievement of high quality results/deliverables in accordance with the targets identified in the EpiC workplan and performance monitoring plan.

  • Stay current and up to date on HIV guidelines, strategies and protocols, including Government of Indonesia and relevant international (i.e., WHO) protocols and guidelines.

  • Provide technical assistances to provincial and district level stakeholders, including the public health services, pharmacies, laboratories, hospitals (public and private), clinics, professional organizations, and partners working in the province as well as other government sectors, as appropriate.

  • Facilitate the development and utilization of appropriate quality control and quality assurance systems for all aspects of HIV logistics including integrated services like TB-HIV and STI.

  • Provide technical assistance on the HIV logistic operation and management focussing on 3-month MMD, TLD transition and NVP phasing-out, Viral Load testing to all partner within the target area including training, consultations, and mentoring according to national guidelines and standards as well as identification of significant issues, providing recommendations and supporting the follow-up implementation to improve the EpiC program.

  • Represent EpiC at conferences and consultations in coordination with HSC program manager.

  • Report regularly to HSC Program Manager on progress and implementation of HSC activities in EpiC working area and all related tasks.

  • Perform other relevant duties as assigned.

      Minimum Requirements Standard:

      • Public Health, Clinical, or Health-related degree, with minimum five years of relevant work experience.
      • Demonstrated ability to work effectively with diverse team, health providers, local/national government representatives and other stakeholders.
      • Demonstrated ability to coordinate and/or deliver health services interventions across multiple teams, local stakeholders, and geographic regions.
      • Well-developed written and oral communication skills in both Bahasa and English.
