We are currently seeking qualified candidates for the position of Senior Social and Behavior Change (SBC) Capacity Strengthening Advisor in Addis Ababa, Ethiopia.

Job Summary:

The Senior Social and Behavior Change (SBC) Capacity Strengthening Advisor will be a senior-level member of the project team and will work with local implementing partners, the government, nongovernmental organizations, community organizations, others to support the design, implementation, and monitoring of SBC capacity strengthening activities to achieve the goals and objectives of the project. The SBC Capacity Strengthening Advisor will work under the oversight of the Deputy Chief of Party to drive the approach in capacity strengthening and implementation across project thematic and geographic areas.

Accountabilities:

  • Provide technical leadership in development and execution of SBC capacity strengthening strategies.
  • Lead the design, delivery and monitoring of technical assistance plans to strengthen partner, CSO, and community structures’ ability to design, implement, and evaluate evidence-based SBC, in SBC leadership and coordination, and around related areas such as research and M&E, organization development, project platforms and materials, and on focal health SBC areas
  • Design strategies, coordinate, and support the delivery of capacity strengthening-related activities in diverse areas of SBC and institutional development
  • Oversee, ensure quality, and manage work of the Regional SBC Capacity Strengthening Specialists.
  • Supervise and manage the work of the capacity strengthening officer
  • Work closely partners and project leadership to ensure adequate technical capacity is strengthened in various programmatic areas, particularly SBC and health, in collaboration with other technical teams.
  • Ensure integration of capacity strengthening activities with other technical support activities.
  • Represent the project on relevant working groups.

    Applied Knowledge & Skills:

    • Ensures appropriate and timely technical support for field projects.
    • Ensures the quality of implemented technical activities and systems at all levels.
    • Conducts routine coordination with employees and consultants, on-site and in the field.
    • Strong knowledge and skills in a specific technical area/function and general understanding of concepts and principles of related technical areas/functions.
    • Solid knowledge of standards for the technical area/field, operational processes and procedures, work, and task flow.
    • Has the ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
    • Proficient writing and verbal communication skills.
    • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
    • Ability to manage their own work to job and performance standards.
    • Must be able to read, write and speak fluent English fluent in host country language.

      Competencies:

      There are 31 FHI 360 development competencies, of greatest focus for this particular job will be:

      • Project Management (Planning and Time Management) - Accurately scopes out length and difficulty of tasks (sets objectives/goals/measures). Breaks down work into steps, schedules, task/people assignments. Marshals people, time, and resources efficiently. Arranges information in a useful manner and orchestrates multiple activities at once.
      • People Management (Making Others Great) – Facilitate professional development of staff by providing challenging, learning assignments and opportunities. Shares and solicits feedback monthly at the very least. Helps establish compelling development plans. Assigns responsibility and accountability for tasks/decisions.       • Creating and Managing Systems and Processes – Recognizes the need for standardization and balances client and organization need in systems design. Anticipates the effects of process change on people while optimizing task efficiency and simplicity.

        • Faulty decisions/ recommendations /failures to complete assignments will normally result in serious delays to assigned projects resulting in considerable expenditure of additional time, resources, and funds.

          Supervision Given/Received:

          • May supervise junior staff members.

          • Accomplishes results through lower-level staff managers or through experienced staff who exercise independence in their assignments.
          • May manage a centralized functional area of activity.
          • Serves as mentor to more inexperienced technical staff.
          • Typically reports to a Director.

            Education:

            • Master’s Degree or its international equivalent in organizational development, public health, social science or a related field Project Management (PM) Certification preferred.

              Experience:

              • A minimum of 8+ years of experience in progressively increasing responsibility in design and managing complex capacity (organizational and technical) and institution strengthening programs in developing countries involving multiple stakeholders
              • Proven experience working with civil society, CSOs, and/or community in capacity strengthening programs in Ethiopia. Strong knowledge of, and experience with organizational development of CSOs in challenging environments, and ability to inform content, materials development, methodology of organizational development activities.
              • Understanding of the status and challenges facing CSOs and civil society in Ethiopia
              • Proven ability to provide flexible and high-quality capacity strengthening support to project partners, stakeholders, and staff.
              • Experience developing curricula, training materials and assessment tools for organizational development.
              • Excellent communication and facilitation skills.
              • Strong understanding and previous experience working with, advising and providing capacity strengthening to the Government of Ethiopia and Ethiopian non-governmental organizations/civil society organizations (NGOs/CSOs) and private sector organizations
              • Demonstrated knowledge of capacity strengthening methodologies at the system, organization, and individual level
              • Professional training and experience with adult learning methods, training or facilitation, organizational capacity assessments, mapping and planning
              • Strong understanding and expertise in SBC.

                Language Requirements

                Candidate must have full professional proficiency (written and verbal) in English and Amharic.

                • Typical office environment.
                • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
                • Ability to sit and stand for extended periods of time.
                • Ability to lift/move up to 5 lbs.

                  Technology to be Used:
