SPARK is looking for a Senior Finance Admin Officer (SFAO) who has experience working for an INGO and excellent knowledge of Financial Accounting, Project Accounting, and Management Reporting.
The SFAO is expected to be service-oriented, calm under pressure, an independent planner with good communication skills, and a good team player.
Under the direct supervision of the Regional Finance Manager(RFM) and Jordan Country Manager (CM), the SFAO is responsible for effective and accurate financial and accounting of SPARKs projects in Jordan.
Furthermore, the SFAO will ensure compliance, managing financial risks, auditing, and timely financial reporting to donors under the Programme.
This also includes the budget follow-ups, cash management, and implementation of SPARK’s operational.
Main Tasks and Responsibilities
The responsibilities and tasks include, but are not limited to:
Responsible for month-end accounting process, like as an example, Bank & cash Rec, B.S Rec, Reconciliation of Intercompany account between HQ and Jordan office;
Ensure financial compliance with the SPARK and donor regulations and procedures;
Prepares and submits the projects’ financial reports to RFM and HQ within the deadlines donor requirements;
Prepares budget versus spending, performs analysis and informs RFM & CM for any (potential) over/underspent, and suggests solutions to overcome these variances.
Prepares and conducts all project payments including partner installments and student stipends monthly;
Contributes to budget reallocations and if needed no-cost extension requests;
Collects, reviews, and controls compliance of all invoices with the related contract, grants, etc., submit originals/copies of such invoices and payment requests for further processing while keeping a copy of invoices;
Arranges Kick-off meetings with local implementing partners after signing agreements.
Reviews financial reports and supporting documents of our implementing partners on monthly basis and do a balance confirmation with implementing partners quarterly.
Reviews all potential implementing partners’ proposals (mainly budgets) and be part of any selection committee for partner selection.
Assists RFM&CM with annual budgets and monthly cash flow projections and ensures financial resources available in the country offices.
Works closely with the certified public accountant to ensure compliance with local law.
Assists in preparation for the SPARK audit, including preparing assigned audit scheduled and gathering other information as needed.
