Standard Job DescriptionSenior CBI Associate Organizational Setting and Work Relationships The position is normally supervised by the Cash-based Intervention Officer. The incumbent provides guidance on monthly work plans, and coordinates with various internal teams to ensure a smooth monthly cash transfer. The position provides high level of data management skills to manage the cash lists and distribution modules. External contacts are with the national and international humanitarian agencies and NGO s as well as UNHCR partner financial service providers. The incumbent works independently with minimal oversight from the supervisor. The position may directly supervise some support staff. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Provide inputs to the operation¿s Multifunctional Team (MFT) to ensure smooth financial processing of cash assistance programs within the Area of Responsibility. - Manage and maintain the databases used in the cash based interventions on behalf of the CBI Unit and the MFT. - Develop statistical and detailed reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the operation. - Assist in developing and administering UNHCR MPC based Intervention database. - Ensure the monthly maintenance of cash list for the timely delivery of cash to beneficiaries. - Maintain relationships with partners and financial service providers to facilitate the flow of information between databases. - Assist with the training of internal staff and partners on cash procedures, - Execute best practice in data protection standards and help to positively influence others, - Support in the co-ordination with different IPs, Ops and focal points on lists of beneficiaries reflecting situation of cash assistance. - Undertake missions and field visits to financial service providers to monitor the cash project. - Represent UNHCR at the cash-based intervention related meetings within UNHCR. - Liaise with internal stakeholders and partners. - Develop improvements to the database and related workflows. - Direct incidents and problems to the supervisor when they cannot be resolved at their level. - Perform other related duties as required. Minimum Qualifications Education & Professional Work Experience Years of Experience / Degree Level For G7 - 4 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher Field(s) of Education Not applicable (Field(s) of Education marked with an asterisk* are essential) Certificates and/or Licenses Not specified (Certificates and Licenses marked with an asterisk* are essential) Relevant Job Experience Essential: - Data management experience, preferable in CBI context. - Excellent knowledge of computer software and database applications. - Experience in Microsoft SQL Server. Desirable: - Experience/training in accounting. Good knowledge of UNHCR financial rules, procedures and processes - Knowledge of UNHCR specific programmes (MSRP, Focus, etc.). - Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities. - Completion of the UNHCR Learning programmes or specific training relevant to functions of the position.
