Proposal Summary:

The five-year MELS project will support USAID Mission teams with monitoring, evaluation and research services to allow agility and adaptability in the dynamic development context in South Sudan. There will be a focus on incorporating the latest thinking on resilience and resilience measurement into the portfolio. The project will support significant research and work on resilience and create reports that support rapid assimilation and synthesis of insights by the Mission. The project is currently in the bid phase. MSI is a subcontractor to a small business prime. The position would begin should MSI's consortium be awarded the contract.

Position Summary:

MSI seeks a Resilience Advisor to lead research on resilience topics, develop strong resilience measurement methods and share learning with the USAID/South Sudan Mission. This is a long-term assignment based in Juba.

Responsibilities:

  • Conduct research on the latest thinking on resilience measurement internationally; remain abreast of all leading research on resilience topics.
  • Lead studies on behalf of the USAID Mission into resilience factors in South Sudan and the resilience of different communities in the country, including travel to remote areas of the country for data collection.
  • Participate in high-level forums with Mission staff and other donors related to resilience topics.
  • Develop new and improved methods for measuring resilience in the country; test and report on these methods.
  • Compile and curate knowledge resources on resilience for the Mission to support learning.

Qualifications:

  • Seven (7) years experience focused on Monitoring, Evaluation and/or Research in an international development context.
  • Deep familiarity with the literature surrounding resilience and resilience measurement; significant past work on resilience topics.
  • Master's degree in social sciences or other relevant subject.
  • Experience in East Africa preferred.
  • USAID experience preferred.
  • English language fluency required.
