1. General Background

Established in December 1950, the Office of the United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and co-ordinate international action to protect and assist refugees and other persons of concern. UNHCR has helped tens of millions of people to restart their lives and works in 123 countries to care for the world’s millions of refugees, internally displaced and stateless persons.

Within UNHCR’s Division of External Relations (DER), the Private Sector Partnership Service (PSP), based at the UN City in Copenhagen, supports the Agency’s global collaboration with the private sector through its network of fundraisers and national associations in multiple operations located in the different regions, (i.e., Americas, Europe, Asia Pacific, Middle East and North Africa, and Africa (“the PSP network”). The recent PSP Global Strategy has the vision to grow PSP into a service capable of generating $1bn annually and focuses on both individual giving (IG) and private partnerships and philanthropy (PPH) and identifies priority markets and regions. PSP’s Private Partnerships and Philanthropy Section (PPH) builds and manages partnerships with corporations, foundations, and High Net Worth Individuals (collectively called “PPH donors”). A subset of the PSP Global Strategy and within wider organizational changes within UNHCR is aimed at guaranteeing that the Organization has the structure and resources in place to effectively respond to the challenges of forced displacement.

Across the Organization, UNHCR aims to broaden its funding base and promote flexible donor contributions in support of our global work. Thematic fundraising is an avenue to raise softly earmarked funds for priority thematic areas that the organization can use where needs are greatest in support of UNHCR’s global work.

The newly established PPH Thematics Unit based in Copenhagen is a multi-functional team that reports to the Chief of PPH. The Thematics Officer will be part of this team and report to the Head of Thematics Unit. In addition to the Thematics Officer, the Thematics Unit comprises the Head of Unit, an PSP/DRS Education Officer, and an PSP Global Fundraising Officer. As an avenue to raise flexible funds, the Global Fundraising Officer is working closely with the Global Campaigns team to leverage fundraising opportunities from campaigns for PPH donors.

The Thematic Unit provides a support service to PPH fundraisers to help increase their capacity to raise flexible/thematic funds by producing thematic fundraising materials on thematic priority areas such as education, climate action, gender equality/GBV response and emergencies. Emergencies in particular is an area for potential growth in private sector income. Between 2020-22, 70 per cent of PPH income was for emergencies showing potential for further engagement with PPH donors. The Thematics Officer will perform a key function in support of these efforts going forward working closely with the PSP’s Partnership Support Unit (PSU) supporting the PSP network by liaising with relevant field offices and advise on programmatic activities that need and can absorb funding. PSU plays a critical clearance role for all private sector grant agreements and pledges.

To streamline DER’s approach to thematic fundraising across public and private sector audiences to the extent possible, the Unit also works closely with counterparts working on thematic fundraising across DER.

2. Purpose and Scope of Assignment

The aim of this role is to develop off-the-shelf fundraising materials and provide PPH fundraisers with additional tools to raise thematic funds. Under the supervision of the Head of Unit, the PSP Thematics Officer will collaborate with PSP PSU and relevant teams in DER as well as other Divisions/sections as needed to develop thematic fundraising materials and propositions to support the network’s fundraising efforts on priority areas. On emergencies, the incumbent will perform a key function in the development of strong emergency fundraising materials and one-year donor impact reports on green-light emergencies for the PSP network. The incumbent will work collaboratively with colleagues across DER working on emergencies to keep abreast of the latest developments within emergencies of interest to PSP and translate available resources into PPH donor friendly language. They will create and refresh emergency thematic fundraising materials that meet the PSP network’s needs across income streams (Corporate, Private Philanthropy, and Foundations). The Thematics Officer will also lead on the development of thematic propositions and fundraising materials such as Gender Equality and Gender Based Violence response, Education, Climate Action as well as other thematic priorities as they arise. Support for annual thematic reporting will also be required.

In particular, the incumbent will be responsible for the following:

• Develop high quality thematic materials (e.g funding proposals, pitch decks, case for support, key messages) on thematic priority areas, working closely with the PSP Partnership Support Unit (PSU) to identify budget space and programmatic activities
• Create and refresh thematic fundraising materials that meet the PSP network’s needs across income streams (Corporate, Private Philanthropy, and Foundations) and markets
• Timely preparation of one-year donor impact reports for green-light emergencies and other emergency fundraising material developed
• Use UNHCR systems and platforms to access emergency data and reporting, stories, photographs and case studies to feed into the development of fundraising materials and reports
• Respond to thematic requests and queries from fundraisers in the PSP network in a timely manner by closely coordinating with the Thematics Head of Unit and PSU in particular
• Ensure compliance with UNHCR policies, procedures and SOPS that impact fundraising throughout the contribution management cycle.
• Attend meetings and represent PPH as required
• Perform other tasks in support of the Head of Thematics Unit as required

3. Qualifications and Experience

a. Education

• University degree in International Relations, Public Relations, Marketing/Media/Journalism, Economics, Social Sciences, or related fields.

b. Work Experience

• At least 6 years of demonstrated progressive professional experience (5 years with a graduate degree equivalent of a master’s and 4 years with doctorate equivalent of a PhD) in fundraising, donor relations and/or private sector engagement with corporates, private philanthropists and/or foundations
• Direct experience in fundraising/private sector engagement with corporates, private philanthropists and/or foundations is essential
• Experience with developing strong donor proposals and reports, as well as other fundraising assets tailored to a private sector audience is essential
• Ability to build effective working relationships with key internal and external project stakeholders at all levels of seniority is essential
• Excellent ability to understand and present complex/technical issues to PPH donors, presenting the organization and diverse operations in an appealing and concise manner, and understanding how to reconcile the needs of the organization with those of the donor
• Ability to translate technical language into accessible donor-friendly language and match donor interests with UNHCR’s programmes and budget requirements
• Experience of working with multiple stakeholders across multiple locations and coordinating processes that require engagement of multiple teams
• Excellent negotiation and communication skills, with strong interpersonal, networking and relationship-building skills
• Experience with emergency fundraising is desirable
• Experience working on sectoral priority areas of UNHCR such as Climate Action, Gender/GBV, Public Health, water, sanitation and hygiene (WASH) and Nutrition is desirable
• Knowledge of UNHCR's mandate, programmes, budget and planning, and operational arrangements will be considered an asset

c. Key Competencies

Desirable skills

• Knowledge of a UN language other than English will be considered an asset
• Proficient user of graphic design programs (Photoshop, InDesign, other) and/or video editing and animation skills
• Proficient user of data bases (Salesforce or others).
• Familiar with prospect research tools (open source and others)

4. Location and Conditions

The successful candidate will be based in the UN City in Copenhagen, Denmark.

This position is initially up to the end of the year with possibility of extension subject to budget availability and overall performance of the incumbent. It is a full-time role starting from 8.30am to 5pm Monday to Friday (40 hours per week).
