The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional that will play a key role in providing technical development of the Protection from Violence (PfV) Core Competency (CC), strategic direction and quality assurance, the CC strategy and quality control. The Protection from Violence Specialist is responsible for mentoring, training, and capacity build staff on Protection from Violence technical capacity.  What you will do

  1. Develop Protection from Violence Core Competency (CC) strategy, technical guidance and macro-log frames that are aligned with regional and global strategies and priorities.
  2. Compliance with and adherence to NRC policies, guidance, and procedures.
  3. Contribute to fundraising, develop, and revise funding proposals, budgets, and donor reports.
  4. Identify trends technical standards and donor priorities.
  5. Follow up on compliance with contractual commitments within Protection from Violence CC, ensure high technical quality and synergies in project implementation.
  6. Provide technical direction and project implementation support.
  7. Ensure that key learnings are extracted from Protection from Violence CC implementation and incorporate them in CC and staff development processes.
  8. Provide systematic training and build capacity of technical staff, in approaches to the prevention of and response to violence.
  9. Represent NRC in relevant forums/clusters, including with national authorities and donors.
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy.

    What you will bring

    • A bachelor’s degree in a relevant field (law, social sciences, or related disciplines). An advanced academic qualification will be an added advantage. 
    • Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context.
    • Experience managing a complex protection programme including implementation, programme development, fundraising and budget development.
    • Understanding of and experience working within the IASC humanitarian architecture/UNHCR led refugee response coordination model.
    • Experience representing an agency in national coordination mechanisms would be an asset.
    • Knowledge of the NCA&M humanitarian context
    • Experience of working in complex and volatile contexts.
    • Documented results related to the position’s responsibilities.
    • Knowledge about own leadership skills/profile.
    • Fluency in Spanish and English, both written and verbal.
    • Valid driver’s license. What we offer

      • Contract: international contract, 24 months 
      • Travel: up to 40% 
      • Salary/benefits: grade 9 on NRC’s regional salary scale, with accompanying terms and conditions

          In the past years, the populations of Honduras, El Salvador, and Guatemala (often referred to as the countries of North of Central America, NCA) have been affected by devastating violence. The number of displaced people has been growing exponentially and every year hundreds of thousands become internally displaced or flee their country trying to make their way to the US or Mexico and often get stuck in between or are sent back to their country, where they face additional challenges. On top of this, the number of refugees and migrants in need of international protection has been increasing substantially in all Latin America. The recent context developments and changes of US migration policies are resulting in a high number of migrants and asylum seekers in need of humanitarian assistance. 

          NRC North of Central America and Mexico (NCA&M) Country Office (CO) was established in January 2021 and NRC currently operates in four countries: in Honduras, in El Salvador, in Guatemala and in Mexico.
