Context:

Following the adoption of the 2014 UN Security Council (UNSC) Resolution 2165, United Nations (UN) agencies and their partners were authorized to provide Cross-Border humanitarian assistance inside Syria. The protracted nature of the Syrian conflict, in combination with mass displacements throughout the year, a rapidly evolving security situation with variant regional actors in control, it is imperative that the humanitarian community in Syria be equipped with the means to conduct independent, needs analysis based on impartial assessments and diversified, data sources, such that the delivery of aid is needs-based with prioritization applied to those people most in need.

Under the overall supervision of head of sub-office East, Southeast, Mediterranean (ESEM) Turkey Region and direct supervision of the Senior Programme Coordinator in Gaziantep, the successful candidate will act as a key member of the International Organization for Migration (IOM) Syria emergency Response Team and will provide technical management to various thematic research projects implemented).

Core Functions / Responsibilities:

  1. Manage project portfolio on key thematic areas such as socioeconomic , shelter, livelihood and return portfolio, which will involve liaison with key stakeholders - including UN clusters, International Non-Governmental Organizations (INGOs), and other humanitarian partners - in order to collectively design key indicators, surveys and other forms of data collection in order to fill data gaps according to sectoral needs.

  2. In close coordination with Senior Program Coordinator, lead and coordinate the internal data analysis, product-building and dissemination strategy of all products which fall under the relevant thematic areas.

  3. Responsible for delivering presentations, on topics which will range from programmatic activities to key findings from data collection activities across the country, to a wide array of key stakeholders, both local and international, including government offices and donors, as well as active humanitarian partners, including INGOs, UN clusters, and working groups.

  4. Under the thematic research project portfolio, lead coordination with the project support unit (PSU) Information Management unit (IM) and reporting and research unit (R&R) in order to support the Senior Program Coordinator in compiling and maintaining a detailed database of all project activities – both programmatic and administrative – in order to feed project reports and proposals.

  5. In close coordination with Senior Program Coordinator, take the lead on drafting and finalizing project proposals, interim and final reports for donors and the regional office, based on the program objectives and strategic visions as well as the workplans set by project agreements.

  6. Lead and guide the production of specific project products, which will include the survey design, data analysis, product design, and data uptake strategy, as well as ensuring that products meet the program’s quality standards.

  7. Wherever relevant, ensure the integration of cross-cutting issues, such as protection, gender-mainstreaming and disability into all project activities.

  8. Conduct analysis of quantitative data and findings of collected data and determine relevant information for inclusion in reports.

  9. Ensure the integration of data protection principles and best practices on humanitarian data protection and ethical use of data across all project data management, sharing and dissemination activities;

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, Development, Humanitarian Affairs, or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience working in international organizations, humanitarian community and familiarity with the Syrian conflict and humanitarian response;

• Experience in liaising, negotiating and cooperating with national/international institutions and

NGOs, UN clusters and other stakeholders;

• Excellent experience in data analysis and statistics;

• Experience in Displacement Tracking Matrix DTM or DTM like projects and needs identification /assessment projects;

• Demonstrated computer literacy expertise, including Microsoft Office and Adobe Suite, especially in using InDesign and Illustrator to create and edit reports/products;

• Experience in writing donor documents, including proposals, mid-term and final reports.

Skills

• Excellent communication, writing and organizational skills; ability to prepare and oversee clear and concise reports and concisely present findings to a wide audience.

• Familiarity with data analysis tools such as Stata and/or R.

• Knowledge of the Syria Emergency Response and an understanding of regional displacement and return trends.

• Proven conceptualization, analytical and writing skills.

• Excellent coordination skills and competencies with the ability to facilitate high quality of information sharing across humanitarian network.

• Ability to meet deadlines and work under pressure in a challenging environment.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working Knowledge of Arabic, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
