Context:

The conflict and violence in Syria has continued to create surges of people crossing the borders from Syria into neighbouring countries. The number of Syrians registered or awaiting registration in host countries has surpassed 4 million and 6.2 million have been displaced inside Syria. Host governments and humanitarian actors, including IOM, are providing relief assistance and protection to this extremely vulnerable population living with host families and in increasingly crowded camps and settlements. The combination of an extremely large displaced population and the accelerating rate of new arrivals is posing a growing challenge to reception communities’ capacity and host government’s response mechanisms.

IOM supports the implementation of the Whole-of-Syria (WoS) approach in the framework of the United Nations Security Council (UNSC) 2165 passed on Monday 14 July 2014, authorizing the UN/International Organization for Migration (IOM) to initiate cross-border emergency operations from neighbouring countries. IOM Turkey works with Camp Coordination and Camp Management (CCCM), Shelter/Non-Food Items (NFIs) Working Groups, International Non-governmental Organisations (INGOs), Turkish Government Authorities and Syrian partners on identifying vulnerable displaced populations inside Syria, procuring required NFIs, organising transportation across the border and distributing the items to Syrian people in need. IOM has expanded its programming into other sectors including supporting local authorities and logistics cluster to expand the operational capacity of border crossing points.

Under the overall supervision of the Senior Programme Coordinator (Cross-Border) and direct supervision of the Emergency Response Officer, the successful candidate will be responsible for supporting the implementation of IOM Gaziantep’s Rapid Response Mechanism (RRM) through implementing partners in the northern regions of Syria.

Core Functions / Responsibilities:

  1. Support the Emergency Response Officer in implementing the multi-donor pipeline programming in the framework of Rapid Response Mechanism (RRM).

  2. Oversee the RRM project implementation and coordinate with RRM Partners to ensure the implementation of RRM guidelines, response guidance notes, standard operating procedures, assessment tools and checklists in line with the requirements and provision of the IOM and partners Framework Agreement.

  3. Oversee the review and approval of RRM requests (including Cash-Based Interventions (CBI), NFI and tents, including technical and administrative documents in order to fulfill reporting requirements for donors, and to enhance project efficiency and effectiveness.

  4. Coordinate with the Shelter/NFI cluster and Cash Working Group on any emergency displacements or weather induced events that require immediate RRM interventions and ensure RRM Partners’ engagement in assessing any gaps and needs highlighted where no other cluster member is able to cover.

  5. Support that stock levels and funds are sufficient to cover expected emergencies, and update the Shelter/NFI cluster with available stocks on a regular basis for their support and advocacy for more stocks.

  6. Work together with Monitoring and Evaluation (M&E) and Data-Collection Units to ensure and strengthen the conduct of appropriate need assessments, beneficiary selection/targeting, registration, verification, distribution, reporting and documentation and other related implementation activities.

  7. Work together with Protection and Access Teams to ensure due diligence and safety on RRM Projects, and to resolve any access issues that may occur during the project implementation.

  8. Contribute to ensuring that proper legal and financial documents are signed and submitted by the implementing partners and coordinate with the Department of Legal Affairs (LEG) department for the service agreement, compliance units for financial reviews and finance for the processing of payments.

  9. Oversee the timely release of Shelter/NFI stock in coordination with the NFI/Operations unit (internally), RRM partners and IOM procurement, while ensuring completion, accurate record keeping, and follow up on issues.

  10. Review, edit and revise RRM site plans with the support of Shelter/Wash and CCCM units when required.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Management, Supply Chain Management, Business Administration, Engineering, International Economics, Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in emergency operations, including support to displaced populations and/or refugees;

• Experience in report writing, proposal development, and information management;

• Experience delivering on set objectives, meeting deadlines, and working with limited supervision;

• Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting

• Relevant work experience including at least two years of field experience in operations, emergency work, including support to displaced populations and/or project management; and,

• Previous experience with humanitarian organizations and in supply chain management is an advantage.

Skills

• Demonstrated organizational skills and effective coordination with internal and external stakeholders.

• Technical familiarity with wide range of humanitarian sectors, including emergency shelter, NFIs, and cash.

• Excellent writing skills and information management skills.

• Demonstrated ability to establish effective and working relations with local staff and other stakeholders.

• Familiarity with the Syrian humanitarian response context is an added advantage.

• Knowledge in inventory software/applications is required.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic and/or Turkish is an advantage.
