The overall objective of UNDP’s work in Inclusive and Democratic Governance is to contribute to strengthening governance processes and institutions that are responsive to citizens’ demands and universal norms. The Inclusive and Democratic Governance (IDG) Portfolio focuses on the fields of rule of law and human rights, responsive and accountable institutions (public administration reform) and border management as well as women’s empowerment and gender equality as a cross cutting area. It contributes to strengthening the independence of institutions, particularly judicial actors and national human rights mechanisms. It addresses structural issues pertaining to the rule of law, access to justice and human rights including with respect to gender, participation and accountability. Support is provided to the relevant institutions to enhance the implementation of local administration reforms and border management. Women’s empowerment is at the core of UNDP’s initiatives. Incorporation of gender mainstreaming to all interventions is a priority for the inclusive and democratic governance technical assistance. In addition, the IDG Portfolio is also contributing to the Syria Crisis Response, in line with the resilience approach within the Regional Refugee and Resilience Plan, complementing the efforts of the Government in the areas of inclusion and social cohesion. 

IDG Portfolio has broadened its partnerships with a composition of stakeholders, including but not limited to the Ministries, Parliament, Local Authorities, High Judiciary, National Human Rights Machinery, Universities, Civil Society Organizations, different Associations, International Organizations including other UN Agencies, Council of Europe and International Non-Governmental Organizations.

In order to ensure smooth implementation of projects under IDG Portfolio in line with the UNDP Rules and Regulations, there is a need for an Project Implementation Analyst who will support the IDG Portfolio to assure consistency and complementary of projects implementation in line with UNDP and donor requirements. Duties and Responsibilities

Under direct supervision of the IDG Portfolio Manager, the Project Implementation Analyst will provide high caliber services for smooth implementation of Projects under the IDG Portfolio and will be responsible for ensuring efficiency and effectiveness of implementation and operational consistency of Projects under the IDG Portfolio. S/he will work closely with the Operations Units including HR, Procurement and Finance to ensure compliance in relevant areas.

Project Implementation Analyst will work on Project and Portfolio related Implementation Services in the context of the IDG Portfolio. S/he will provide the subject services to all Projects under the IDG portfolio in a wide range of areas for effective delivery of Project outcomes, in close collaboration with project/portfolio staff/personnel and in line with UNDP corporate rules and regulations. S/he will work closely with relevant UNDP Personnel during performance of her/his duties concerning the IDG Portfolio.

Therefore, s/he will function under the IDG Portfolio with a view to ensure (i) smooth implementation of the projects under IDG Portfolio in financial, administrative and procurement aspects and consistency, quality and compliance in line with the corporate regulations and rules; and (ii) deliver committed results of the projects in a timely manner with the utmost quality.

The project implementation activities to be undertaken will mainly be focusing on the following;

Development of Project delivery strategies, plans and budgets Implementation of Projects promptly and efficiently according to Annual Work Plans (AWPs) Implementation of Projects in line with UNDP corporate rules and regulations Constant monitoring of the implementation of Projects

S/he will work in a close collaboration with the staff of the Project Services Centre (PSC) as well as Operational Units on HR, Procurement and Finance, to expedite project implementation and seek guidance and solve implementation bottlenecks.

In line with the above-mentioned focus, the Project Implementation Analyst will provide day-to-day project implementation services in Administrative and Procurement Actions to Projects within the IDG Portfolio. Specifically, under each domain, s/he is expected to provide high-quality services, including but not limited to the following tasks:

Project delivery  strategies, plans  and budgets are effectively developed , administrative actions and projects completed timely according to AWPs and in high-quality

In close cooperation with Project Managers and Projects Coordinators, develops project delivery strategies and translates these strategies into actionable HR plans and detailed project implementation plans. Monitors plans and updates plans constantly and takes preventive actions. Contributes to development and formulation of AWPs. Formulates a portfolio-level AWP to facilitate monitoring of the Portfolio by the Portfolio Manager. Monitors projects’ delivery against the agreed AWPs ensuring full consistency between plans and implementation, takes corrective action as required and updates AWPs and other plans in a timely manner in accordance with UNDP rules and regulations, along with CO procedures. Works in close cooperation with the Projects Coordinators, Project Managers and other relevant project staff to produce vacancy announcements and ensures quality of these documents as well as quality of vacancy announcements reflecting project activities accurately. Develops project budgets and budget revisions in a timely manner and coordinates input of projects into ATLAS/Quantum. Enters projects into ATLAS/Quantum and ensures the projects entered into ATLAS/Quantum and project management module in ATLAS/Quantum are updated and accurate. Provides inputs to development and implementation of portfolio-level strategies and pipeline project documents (Action Fiches, Descriptions of Actions, etc.) as deemed necessary by the IDG Portfolio Manager. Contributes to development and implementation of portfolio-level strategies in close cooperation with the IDG Portfolio Manager. Prepares Terms of References, Job Descriptions, and other related documents for HR contracts with high quality, evaluates applications for HR vacancy announcements and participates in shortlisting/interview committees Finalizes project documents Prepares financial reports to donors according to cost-sharing agreements. Implements asset management, ensures proper recording and transfer of assets in a timely manner. Coordinates preparation of financial reports to donors according to cost-sharing agreements. Implements CO direct cost recovery policies in close coordination with the Operations Unit. Ensures coordination between Admin, Finance, HR and PSC Units vis-à-vis the IDG Portfolio. Undertakes the logistic admin related arrangements regarding goods to be procured outside of Turkey.

Procurement actions completed timely and in high-quality

In close cooperation with Projects Coordinators and Project Managers, develops project delivery strategies and translates these strategies into actionable Procurement plans and identify relevant solicitation methods. Monitors plans and updates plans constantly and takes preventive action in close cooperation with Procurement Unit and IDG Portfolio, as needed. Works in close cooperation with the Projects Coordinators, Project Managers and other relevant project staff to produce Terms of References, full-fledged solicitation documents, and ensures quality of these documents until their finalisation. Leads evaluations resulting from solicitation processes and ensures quality at each stage. Organizes and coordinates evaluation of bids and attends clarification requests from bidders. Issues procurement contracts and implements contract management of due times of contracts with a view of ensuring timely completion of the contracts and issues timely amendments as needed. Gets involved in every stage of every procurement action of the IDG Portfolio, under the overall guidance of Procurement Unit. Ensures that Project Coordinators’ and Project Managers’ substantive and quality expectations from project activities are accurately reflected in solicitation documents, etc. by also securing best value for money. Ensures full compliance of procurement/contracting activities within UNDP rules, regulations, policies and strategies – and manage the implementation of harmonized procurement services. Ensures issuance of procurement-based contract modalities in line with UNDP rules and procedures. Where appropriate, with the support of members of the Project Team(s), identifies the needs, conducts market research, develops the terms of references, technical specifications and/or statement of works for the individual services, corporate services, goods and/or works to be procured. Conducts procurement related tasks including but not limited to pre-qualification and short-listing of bidders, issuance of bids, pre-bid conference, receipt and opening of bids, establishment of evaluation committees, bid evaluations, submissions to relevant approving committees for recommendation of award, contract negotiations, contract finalization and contract issuance. Prepares and submits to local, regional, HQ procurement review committees, i.e. CAP, RACP, ACP. Prepares evaluation reports and/or note for the file documents for direct contracting cases. Issues lease agreements for lease of offices under the IDG Portfolio. Develops a management and quality assurance plan for contracts including, but not limited to, verification of insurance and goods procured, evaluation of subcontractor’s personnel qualifications, monitoring delivery of contractual terms, certification of reports and payments, and issue of contract amendments, verification of services delivered against contractual requirements and alignment of specifications and standards. Administers contracts to ensure compliance with the contracts’ conditions, payment terms. Ensures that the procurement capacity of the IDG Portfolio, its beneficiaries and its service providers is developed. Ensures coordination between Procurement Unit and the IDG Portfolio. Provides objective oversight over various contract management processes and ensure their transparency.
