The overall objective of the Enhancing Adaptation Action in Turkey Project is to build societal resilience by strengthening climate change adaptation, particularly at sector and urban level. 

The specific purpose of this Project is to establish an enabling environment for climate change adaption in Turkey by developing the policy, technical and operational baselines, including (i) better decision-making tools for national climate change adaptation policies, (ii) urban adaptation planning solutions (urban adaptation strategies and action plans), (iii) capacity building and networking activities for climate change adaptation with the EU and the international community, and (iv) a climate change adaptation grant programme to implement climate change adaptation action.

Estimated results:            

Result 1. Develop better decision-making tools for climate resilient sustainable development.

Result 2. Develop adaptation and resilience planning in urban areas

Result 3. Develop capacity for climate change adaptation action

Result 4. Improve operational capacity for climate change adaptation action through a climate change adaptation grant programme

There will be 2 locally recruited project associates (PAS) employed to serve the project. While the PAS will be expected to work in harmony with the whole project team and with each other in line with the necessities, predominantly, one of the PAS will be expected assist the Project Manager in fulfilling his/her duties and tasks while the other PAS will be expected to assist the Grant Manager in their day to day workflow.

The PAS shall be responsible for smooth and timely implementation of the project activities, drafting progress reports and output related substantial documentation, as well as liaising with national and international stakeholders at the institutional level. S/he will also provide soft-assistance to the government counterpart at the MOEUCC and other key experts, as deemed necessary by the Project Manager or the Grant Manager. S/he will report to the Project Manager and/or Grant Manager.

  Scope of Work 

Under the supervision of the Enhancing Adaptation Action in Turkey Project Manager and/or Grant Manager, the Project Associate is responsible for efficient and timely implementation of the activities referred in the project document and the associated work plan. S/he is also expected to support project planning and AWP formulation. S/he works in close co-operation with the Portfolio Administrator/Projects Implementation Administrator to ensure the project inputs are administered timely and efficiently according to UNDP rules and procedures. S/he will maintain high standards of service delivery, including adherence to deadline, quick response time, accuracy and completeness of information, sensitivity to client needs.

The Project Associate will have the following responsibilities:

 

Planning and organizing the implementation of project activities according to work plan (Annual Work Plan) and project budget Providing general administrative and logistical support to the project management for conducting project activities Monitoring project timeline and performance of contractors (consultants and companies) and making necessary amendments Organizing and coordinating project meetings, reviews and site visits Organizing project events (meetings, steering committees, workshops, visibility events, seminars and training) Supporting project experts during implementation and monitoring of site-based joint activities with local stakeholders  Support the preparation of the annual budgets and procurement plans of the Project under the coordination of Project Manager and Portfolio Administrator/Projects Implementation Administrator. Make periodic revisions of AWPs and procurement plans of the Project in consultation with the Project Manager. Provides general administrative support to ensure the smooth running of the project management; Provides project logistic support to the Project Manager and short term consultants in conducting different project activities (trainings, workshops, stakeholder consultations, arrangements of study tour, etc.); Supports the control of budget expenditures by preparing payment documents, Daily Subsistence Allowance (DSA) documents for the project staff and reviewing financial reports; Controls the usage of non-expendable equipment (record keeping, drawing up regular inventories); Keeps regular contact with project experts and consultants to inform them about the project details and changes; Provides English translation as required; Prepares contracts (IC, RLA, SC, Model Contract for Goods and/or Services, Micro-grant Contracts, etc.) for the clearance of Project Manager and Portfolio Administrator/Projects Implementation Administrator. Preparing inputs to QUANTUM and UNALL project management tools and relevant modules Preparing and circulating minutes of the virtual/physical meetings, organizing relevant project files to document discussions, decisions, and key takeaways from all project-related meetings. Assisting in selection of project experts and consultants and participating in selection process if required. Provides logistical support to the project staff and project consultants, inter alia, for travel arrangements, During the visits of foreign experts, manages their visa support, transportation, hotel accommodation etc. Supports project experts during implementation and monitoring of site-based joint activities with local stakeholders.  Files and archives all relevant correspondence and project related documents (tender dossiers, proposals, technical reports, evaluation reports etc.). Plans and organizes implementation of project activities according to AWP and project budget. Coordinates implementation with, and between, the project partners ensuring effective information flows between partners. Organizes the Project Steering Committee meetings. Organizes and coordinates project meetings, reviews and site visits. Organizes project events (meetings, workshops, events, seminars, training). Monitors timetable and performance of contractors (consultants, companies) and makes necessary amendments thereto. Monitors bottlenecks and problems in project implementation, proposes/takes necessary corrective actions as required. Prepares inputs to APR/PIR and compile project reports according to the project document (monthly reports, quarterly reports, donor reports, final report). Drafts correspondence, notes, briefs and other materials and documentation Prepares inputs to RFP/RFQ/ITB, bills of quantities. Assists in evaluation of bid and offers, compiles and prepares documentation (bid opening report, evaluation and selection reports). Assists in selection of project experts and consultants and participates in selection process. Organizes and implements procurement of goods and services < USD 10,000 through canvassing. Prepares Requests for Direct Payment (RDPs) for signature. Fulfilling additional tasks, as required

 

Within this scope, the Project Associate will work closely with the Project Team and will report to the Project Manager and/or Grant Manager.

    Institutional Arrangement

S/he will report to the Project Manager and/or Grant Manager and works in close co-operation with the Projects Implementation Administrator to ensure the project inputs are administered timely and efficiently according to UNDP rules and procedures under direct guidance and coordination of Climate Change and Environment Portfolio Manager at UNDP Türkiye CO.
