    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    Introduction

    The overall goal of the International Labour Organization (ILO) is to promote social justice and decent work. Decent work is central to global efforts to end poverty, and is a means for achieving equitable, inclusive, and sustainable development. The ILO pursues this goal through the implementation of Decent Work Country Programmes (DWCPs), as the main instruments for ILO cooperation with Members States that constitute a programming tool to deliver on national development priorities. Developed in partnership with ILO constituents at the country level, DWCPs aim to tackle major decent work deficits through efficient programmes and projects built upon the integrated strategic objectives of decent work and the mandate of the ILO.

    Zimbabwe is currently finalizing its fifth generation DWCP, which is anticipated to run from 2022 – 2026, in line with the National Development Strategy, 1 (2021-2025). The DWCP has identified three key areas - the first being Employment Promotion will focus on developing evidence and supporting policy and strategy development to ensure it mainstreams employment creation across all policy frameworks (macro and sectoral) to consciously promote decent work, growth, and sustained poverty reduction. The second priority of the DWCP is Social Dialogue and International Labour Standards, which seeks to support national processes to improve the capacities of social partners and strengthen the social dialogue institutions and processes. The third priority is Strengthen Social and Labour Protection, which seeks to support national processes to establish a social protection floor that ensures no one is left behind or marginalised.

    In part, this support will be delivered through two complementary programmes funded by the African Development Bank, the Sustainable Enterprise Development for Women and Youth (SEDWAY) and the Business Growth for Young Entrepreneurs (BG4YE). The programmes will be implemented in collaboration with the Ministries of Youth, Sport, Arts and Recreation; Women Affairs, Community and Small and Medium Enterprise Development; Mines and Mining Development; Finance and Economic Development; Public Service, Labour and Social Welfare, and employers, workers and informal economy organizations.

    The programmes will address the underlying causes of market dysfunction to create more economic and employment opportunities for primary producers, agribusinesses, and workers in rural communities. Rural producers in Zimbabwe are affected by high post-harvest losses and low prices resulting from temporary and localized oversupply and inadequate market linkages and infrastructure. This includes lack of aggregation, storage, processing and value addition equipment and facilities of primary produce. Addressing these challenges allows rural producers to create more economic value and fetch higher prices for their products and create more jobs. Against this background, a “producer owned anchor enterprise economic empowerment model” following the Market Systems Development approach was implemented to address these challenges. The model increases access to employment and economic opportunities through enterprise development along value chains. Community groups and clusters of primary producers are supported to establish and incorporate anchor enterprises as formal property limited companies with board of directors that run on a for profit basis to ensure sustainability.

    The SEDWAY project will contribute to a) increase productive capacity of youth farmers in the horticulture value chain in Mutoko District where the project will facilitate technical training and set up greenhouses that will be linked to the already established Anchor Enterprise; b) establishment of a Fruit and Vegetable Processing Anchor Enterprise at Hauna, where the site has already been identified; c) establish two safe market places for women and youth in Bulawayo and Masvingo; and d) set up a milk collection centre in Umguza. While the BG4YE project will support additional young and growth oriented male and female entrepreneurs and their workers to strengthen their capacities to pursue profitable economic opportunities in a) the value chains of the anchor enterprise, as well as b) and in off-farm sub-sectors, such as in light manufacturing of goods and agro-processing value addition to create employment opportunities for additional young men and women in selected locations.

    In view of the importance of employment promotion and promoting formalization in Zimbabwe, the ILO Country Office for Zimbabwe and Namibia with financial assistance from the African Development Bank and working in collaboration with the Government of Zimbabwe will be implementing the SEDWAY (2022 – 2025) and the BG4YE (2022-2024). The SEDWAY programme aims to economically empower youth and women in agricultural and small-scale mining sectors from situations of economic vulnerability through harnessing their potential by addressing capacity gaps and enabling environment to stimulate value addition and beneficiation along the target value chains to improve decent job creation for the skilled and semi-skilled youth and women. The BG4YE programme seeks to contribute to the improvement of economic and employment opportunities for youth and women through sustainable enterprises and enhanced on the job skills development. Both projects support the promotion of employment and the promotion of decent work as part of the implementation of the Decent Work Country Programme for Zimbabwe.

    The International Labour Organization Country Office for Zimbabwe and Namibia based in Harare is seeking to recruit a Programme Assistant to provide programmatic support, especially on monitoring and evaluation for the effective and efficient implementation of the SEDWAY/BG4YE Programmes and other related programmes.
    The position requires practical knowledge and appreciation of employment promotion-skills and enterprise development issues and some exposure to international labour standards, social dialogue and national labour laws and sound technical and practical understanding of monitoring and evaluation of economic empowerment programmes. The position will specifically support the enterprise development for young women and men and development of an effective programme M&E system; reporting and resource mobilization efforts; as well as knowledge building and knowledge sharing.

    Reporting Lines
    Under the overall responsibility of the Country Director for Zimbabwe and Namibia (CO-Harare), the Programme Assistant will work under the direct supervisor of the National Programme Coordinator of the SEDWAY/BG4YE Programmes.

    Description of Duties

    1. Support technical programme implementation of activities under the programmes in close collaboration with the Government of Zimbabwe, relevant ILO technical and administrative units and social partners, including drafting concept notes, terms of reference, and workshop reports.
    2. Support in building partnerships with relevant government departments, UN Agencies, development partners and the private sector to promote youth and women employment creation.
    3. Support the development of an effective M&E system focusing on development of programme/project work plans and ensuring that performance indicators have clearly defined baselines and targets; contributing to the development of routine, as well as ad hoc survey data collection tools; participating in programme-relevant operations research, as well as assessments; maintaining and updating databases and recording on programme activities for monitoring and evaluation purposes.
    4. Support to programme reporting and resource mobilization efforts focusing on provision of programme inputs, as contribution to compilation of progress reports and inputs for resource mobilization strategies, analyzing information on donors and contributing to production of programme/project profiles for presentation to donors.
    5. Support knowledge building and knowledge sharing focusing on training staff and partners on M&E-related issues and contribute to the identification, documentation and dissemination of best practices, lessons learned and human-interest stories, including through social media; and participate in M&E knowledge networks and communities of practice.
    6. Provide other programming and administrative support to the SEDWAY/BG4YE Programmes and other related programmes and project activities, maintaining financial and administrative records for the project and monitoring financial and activity delivery in collaboration with Programme and Finance Units in CO-Harare.
    7. Draft correspondence on routine matters, including minutes/summary notes for meetings and communications to national stakeholders and partners to obtain information for programme implementation.
    8. Provide support for conferences, seminars, workshops, training sessions and meetings. Travel on mission if required to the project implementing sites
    9. Perform other duties, as assigned by the Supervisor and the ILO CO-Harare Director.

    Education

    Completion of secondary school education, supplemented by formal training in the related field. including training in programme, M&E and/or project administration.

    Required qualifications

    First level University degree (Bachelor’s degree or equivalent) in economics, business management, commerce/entrepreneurship, development, social work or any other related course will be advantageous

    Experience

    At least six years of professional experience administrative and/or programme support activities including M&E. Knowledge in implementing M&E activities of international and /or national development projects. Experience in designing and implementing economic empowerment, skills and enterprise development for value chain development programmes for young women and men. Experience of working with an enterprise resource planning (ERP) system, in particular programme modules.

    Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.. Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.

    Languages

    Excellent knowledge of English and good working knowledge of a national language of the duty station.

    Competencies

    • Good knowledge of programme implementation, monitoring and evaluation techniques and practices.
    • Familiarity with impact assessment an advantage and with some of the substantive issues to be handled by the project, such as labour laws, international labour standards, social dialogue and employment promotion.
    • Good knowledge and experience regarding gender mainstreaming; moderation, facilitation and training skills and demonstrated ability to liaise and negotiate with government and social partners.
    • Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.
    • Ability to work with word processing and spread sheet software, as well as computer software packages required for work; good record keeping and information processing skills.
    • Team player with ability to work collaboratively with colleagues to achieve organizational goals.
