Tetra Tech International Development Services (http://www.tetratech.com/intdev) headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Policy and Regulatory Reform Specialist position on an anticipated USAID-funded project in Zambia.

The overall scope of the Water, Sanitation and Hygiene - Governance Institutions and Policy (WASH-GIP) project is to professionalize water, sanitation, and hygiene (WASH) services, to promote accountability for reliable and high-quality WASH services, and to enhance the enabling environment for service delivery. All activities are predicated on enhanced sector governance, for this reason, the WASH-GIP activity will work with the Government of the Republic of Zambia (GRZ) entities at the national, provincial, and local levels to ensure that the systems, policies, and processes are in place, implemented and enforced to ensure Zambians receive access to high-quality WASH services.

Position Description/Summary: Under the supervision of the Chief of Party and Deputy Chief of Party, and in close coordination with other technical experts, the main focus of the Policy and Regulatory Reform Specialist will be to design and implement approaches to enhance the effectiveness of policy and regulatory frameworks to remove barriers to private sector investments in the WASH sector. S/he will support the GRZ to become more responsive to citizen needs and improve service-delivery outcomes, including the articulation of the necessary policy and legislative improvements to allow for the commodification of WASH services. This is anticipated to be a five year role.

Key Responsibilities:

* Provide expert advice in various specialized fields of policy development and enforcement.

* Provide factual and analytical background reports, collect data, and prepare/review reports related to the regulation of WASH service delivery.

* Monitor, evaluate, and analyze implementation of local service delivery programs related to WASH service delivery policy areas.

* Serve as an expert resource and/or technical advisor on a range of WASH policy issues including the integration of the private sector.

* Develop and promote strategies to engage national government, local government (provincial, district, and traditional), and private sector stakeholders to support sustainable WASH service delivery and performance ratings and methods to incentivize performance through project activities.

Qualifications:

* Bachelor’s degree (master’s degree preferred) in public administration, political science, economics, water and sanitation, or a related field.

* Minimum seven (7) years of experience in water policy development and regulation in Sub-Saharan Africa, preferably Zambia.

* Demonstrated experience in providing technical assistance, policy guidance, capacity building, mentorship, and training in policy enforcement, effective service delivery, and/or PPP development, both at the national and sub-national levels.

* Deep contextual understanding of national and municipal governance in Zambia.

* Established professional relationships with government officials working in the WASH sector preferred.

* Ability to work independently and produce timely and high-quality results.

* Ability to live, work, and travel within Zambia.

* USAID experience preferred;

* English language fluency (oral and written) is required;

* Excellent interpersonal and communications skills;

* Zambian nationals strongly encouraged to apply.
