Terms of ReferencePurpose of project: The purpose of this role is to support the implementation of the peer-to-peer advisor network project in one or more pilot countries and to steer the P2PSAN implementation towards scaling in additional countries. Core tasks will include: establishing the professional resource package for advisors, delivering training and technical support, designing the pilot implementation plan and monitoring and learning component, and developing partnerships to support its global expansion. The Implementation Manager will work with the tertiary education team, the Tertiary Refugee Student Network, and specified UNHCR country operations, and students, as well as opportunity providers including universities, Talent Beyond Boundaries, the Mastercard Foundation, the UNHCR Innovation Team and other key players.

The Peer to Peer Solutions Advisor Network (P2PSAN) is a global network of trained refugee solutions advisors who have access to professional guidance, an information database, and continuous learning designed to position them to support refugee students in secondary education to transition to higher education opportunities. The P2PSAN presents a novel solution to address gaps in access to valid information, advice, and procedural support available to refugee youth worldwide. It is envisioned that eventually the P2PSAN will also support refugees to identify and access employment opportunities, whether locally, digitally or in a third country. The P2PSAN is led by the Tertiary Refugee Student Network (TRSN) and has received initial support (USD45K) from the UNHCR Innovation Fund. The P2PSAN is viewed as an important mechanism to remove barriers to achieving the objectives set out in the 15by30 roadmap and the resettlement and complementary pathways roadmap for 2030, respectively.

General Background of Project or Assignment:

UNHCR and partners are committed to achieving enrolment of 15 per cent of young refugee women and men in higher education by the year 2030 – the 15by30 target (UNHCR, 2020). Based on current population data, achieving 15 per cent enrolment in 2030 will mean that approximately half a million young refugee women and men will be participating in an enriching academic life. Expanding access to 15 per cent over the next ten years will require the coordinated, committed and sustained engagement of a range of partners and students alike.

UNHCR is committed to empowering and engaging with refugee youth and students to strengthen the relevance of UNHCR’s work and its impact for refugee communities. Refugees should be involved in the decision-making processes that affect their lives—specifically including, for the purposes of this project and position, as relates to education, self-reliance, skills development and solutions. Access to information and targeted guidance services are essential to ensuring that more refugee youth are able to avail themselves of education, employment, self-reliance and solutions.

Having received validation of the project concept in winning the Innovation Fund award, the successful piloting of the P2PSAN requires the guidance of an experienced manager, capable of understanding the complexities of the refugee higher education space, anticipating where challenges should be anticipated, training solutions advisors and delivering related refugee youth training and capacity building to ensure continuity and correct linkages to other functional teams including livelihoods and economic inclusion, complementary pathways and solutions.

Overall Purpose and Scope of Assignment:

This consultancy is required to provide skilled oversight to ensure effective pilot implementation of the Peer to Peer Solutions Advisor Network. Expansion and scaling of the initiative depends on a strategic and effective pilot under the leadership of a consultant experienced in this area.

Responsibilities of the position include:

• Refine Peer to Peer Solutions Advisors project documents and implementation plan.
• Coordinate with UNHCR Innovation team for project implementation.
• Develop professional development curriculum and training schedule.
• Recruit and provide training and technical support to the advisors.
• Develop monitoring, evaluation and reporting tools; propose improvements and changes in the programme, as needed.
• Troubleshoot, create project resources.
• Develop partnerships according to the project needs.
• Support delivery of related training programmes for refugee youth through the journalism mentorship project and the global youth leadership training programme.
• Supporting the further establishment of the TRSN regional, country and global representation and governance framework.

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

• Undergraduate degree.
• At least three years of professional experience in refugee university admissions, guidance services, refugee student training or related fields.
• Experience developing and facilitating training programmes and providing direct services to refugee youth and programme providers.
• Ability to plan, organise and coordinate global events integrating multiple partners, high level participation, to achieve desired outcomes.
• Excellent communication and presentation skills in English.
• Expert knowledge of working with refugee-led organisations and a wide range of refugee education stakeholders.
• Strong ability to work with people from different backgrounds and cultures.

Location: Copenhagen, Denmark with mission travel to pilot implementation sites as needed
