NRC resumed operations in Sudan in 2020, providing humanitarian assistance, protection, and durable solutions. Our country programme integrates all of NRC’s six core competencies (camp management, education, ICLA, livelihoods, shelter, and WASH), and provides a rapid response capacity (including for the recent refugee emergency in eastern Sudan), and thematic capacities for cash and markets-based approaches, advocacy, digital modes of assistance, and co-leading various technical and strategic coordination platforms.

Role Specific Information

The following is a brief description of the role.

Duties & Responsibilities

Strategic Leadership: in collaboration with the Programme Unit and the Country Management Group (CMG), develop NRC Sudan partnership strategy and ways of working in the Country Office, actively contribute to negotiation efforts to expand NRC’s partnerships networks, whilst maintaining principled access; contribute to the integration of the partnership into the country strategy; Identification and Assessment of partners: identify local and national NGOs and CSOs, lead on assessment and development of capacity building plans;  Project Cycle Management (PCM): Support and facilitate field teams across all departments (including Area Office, Support, Programme Unit, etc.) in engaging with and applying NRC’s partnership SOP and tools throughout the project cycle. This includes supporting Area Offices identify potential partners, conduct organisational capacity assessments, and review partner performance and provide technical support to NRC implementing teams on issues related with projects implemented by partners; Project Cycle Management (PCM): Oversee the development of new project proposals by partners, the development of contract agreement, in collaboration with the Support Unit, and ensure Area Offices are providing support to partners during implementation; Lead on evaluation and lessons learnt on working with partners; Capacity Development: Lead the identification of partner capacity development needs, and the development of partner capacity building programmes in coordination with other NRC Sudan departments. Work with the NRC Sudan team to identify NRC staff capacity needs (in relation to partnerships) and address them with training, coaching, and mentoring schemes; Technical Quality: Provide oversight to the overall NRC Sudan partnership approach, ensuring that NRC downstream toolkit is used across the project cycle, and manage the overall partnership grant agreement portfolio. Lead and facilitate the continued development and improvement of NRC Sudan’s partnership Standard Operating Procedures (SOPs) and tools, based on lessons learned and feedback. Work actively with the protection, accountability, grants and technical teams to ensure strong mainstreaming of core NRC principles across operational partners; Coordination and Representation: As delegated by the Grants Manager/ HoP, lead NRC Sudan’s engagement in relevant partnership coordination efforts with other international agencies. Maintain effective and positive working relationships with relevant stakeholders including partner agencies; Management: Provide technical guidance to staff working across areas on topic related with partnership. Manage budget for budget lines related with capacity building of partners across different grants; ensure budget monitoring and planning is done in a timely manner; Contribute to Fundraising and Integrated Programming: Support the Grants Manager/ Head of Programme on identifying new funding opportunities to expand NRC’s portfolio implemented with partners and in the development of NRC Sudan’s integrated programming, with relevance to partners;  Learning: As delegated by the Grants Manager/ Head of Programme, actively engage in NRC's regional and/or global partnerships initiatives and ensure that tools developed in Sudan are aligned with other Country Offices.

Our Ideal Candidate:

Minimum 3 years of experience of relevant experience in a related field, including in partnerships and civil society strengthening; Proven ability to work effectively with national and local civil society organizations required; Good understanding of donor regulations and grants management (e.g. with institutional humanitarian and development donors); Strong personal organisational skills, analytical thinking for strategy development; Above average computer skills, particularly in Microsoft Windows Word and Excel; Willingness to travel to field offices and work in difficult environment according to travel requirements.
