1. Support CTA (COPS) to Provide strategic and policy-level advisory support to national government counterparts, notably the MOIA on community-oriented policing:

  • Assist in the Systematic monitoring of the national, political and policy-agenda, strategic plan(s) regarding community-oriented policing in Afghanistan;
  • Support CTA in the Initiation of policy-oriented discussions and contribute to country debates on issues related to focus within the MOIA’s strategic plan and LOTFA Strategic Framework on community-oriented policing;
  • Work closely with CTA to provide the Government with evidence-based policy recommendations, ensuring that UNDP’s policy support remains relevant and timely;
  • Support the CTA in providing MOIA leadership in subject related strategy development, planning and policy development, ensuring sound advisory support is integrated into national plans and policies;  
  • Serve as a key national resource for MOIA/ANP leadership in operationalization and rollout of COPS in Kabul, providing guidance on extending the initiative in other provinces, capturing lessons learned and opportunities for replication;
  • Provide national contextual advisory support and technical inputs to various subject related MOIA-led committees, MOIA constituted Working Groups and technical fora;
  • Work closely with CTA (COPS to contribute to the development and drafting of substantive and thematic papers, TORs, technical reports, publications and assessments and upon request, to other activities within the area of expertise;
  • Share national best practices and lessons learned on community-oriented policing that can be adapted to the context of Afghanistan, particularly on areas related to developing an Afghan community oriented policing model, training and education requirements, community involvement and outreach.  
  • Provide advisory and technical assistance to CTA in the implementation of UNDP COPS project in Kabul and other provinces;
  • Support CTA (COPS) to provide strategic guidance on using national best practices and innovative solutions for designing new activities and/or guide the successful implementation of planned activities related to community-oriented policing;
  • Provide national perspective to CTA (COPS) to furnish strategic guidance on the inter-linkages among LOTFA’s Thematic Windows, ensuring that these are implemented in a coordinated and integrated manner across the justice chain;
  • Participate in subject related coordination platforms to exchange information on ongoing and planned activities within the Security Window; 
  • Work closely with CTA (COPS) to provide advice and technical assistance, in coordination with the LOTFA M&E team, on the design, development and conduction of assessments, surveys and studies;
  • Advise CTA (COPS) regarding the national context on extension of COPS to other provinces in consultation with MOIA/ANP. 
  • Participate along with CTA in the one-UN meetings for the Rule of Law and Governance to ensure a cohesive national oriented approach within the UN towards supporting the GIROA on implementing community-oriented policing aligned to their security sector reform strategy; 
  • Facilitate CTA in Project’s representation and/or participation in national international knowledge networks to draw on and share best practice and lessons learned for application in Afghanistan; 
  • Actively identify and connect national institutions and individuals, CSOs, build networks and linkages between stakeholders, to promote national ownership and sustainability;
  • Effectively liaise and share information with other actors including NATO, the German Policing Project Team, EU Police Team, UNAMA and other UN agencies; 
  • Actively share experiences and information with other UNDP programmes in the country and participate in identification of synergies within UNDP´s Country Programme; 
  • Identify and leverage opportunities to partner with national institutions and CSOs to promote nationally driven policy and programming agendas;
  • Connect to knowledge networks within UNDP such as BPPS and Regional Hubs.

  • Master’s degree in Law, Social Sciences, Public Policy or related field is required. Or Bachelor’ degree with two additional qualifying years may be accepted in lieu of a master’s degree..
  • Minimum of 3 years with Master’s degree or 5 years with Bachelor’s degree in related to community-oriented policing at senior leadership level.  Previous program/project experience within the context of counter-insurgency environments is highly desirable; 
  • Demonstrated experience in strategic and operational planning and leading ROL programs/projects units; 
  • Previous experience in senior advisory capacity with international Organization and/or projects is highly desirable; 
  • Relevant experience and knowledge of the socio-political context of Afghanistan or other similar post-conflict environments, in particular pertaining to best practices of community-oriented policing is a distinct advantage;. 
  • Fluency in written and spoken English is required;
  • Fluency in Dari and/or Pashto is required.
  • Computer proficiency, including working knowledge of MS Office products (Word, Excel, PowerPoint), web-based management systems;
