The Position and Purpose:

Promoting gender equality and the empowerment of women and adolescent girls is central to the mandate of the United Nations Population Fund and at the heart of its work — both as a stand-alone dedicated area and as a mainstreamed approach. The organization’s Strategic Plan 2018–2021 is focused on achieving universal access to sexual and reproductive health and reproductive rights through three transformational goals: ending preventable maternal deaths, ending the unmet need for family planning and ending gender based violence and all harmful practices.

In the light of the above, a national consultant with expertise in areas of gender and GBV is needed to support the CO to develop a national strategy to combat violence against women (VAW) in Syria. The consultant will also conduct situation analysis, review international and national legal framework related to VAW, conduct FGDs, workshops and will prepare an implementation matrix for the national strategy to combat VAW in Syria

You will report to UNFPA Gender Programme Officer.

You would be responsible for:

UNFPA in cooperation with the Syrian Commission for Family Affairs and Population (SCFAP), will develop a national strategy to combat violence against women (VAW) in Syria.

The hired consultant will conduct the following tasks:

Phase 1:

The Consultant will conduct a situational analysis, and revision of relevant studies, plans, governmental programs, national and international legal framework and available services. (a national task force from all relevant actors will be formulated by the consultant in coordination with SCFAP). The Consultant will draft the analysis for the current situation. The Consultant will set the goals, pillars and vision in coordination with the national taskforce. The Consultant will conduct FGDs with women survivors of GBV in coordination with a steering committee formulated in coordination with SCFAP. The Consultant will prepare a preliminary report for phase 1. The Consultant will facilitate/organize a workshop with relevant stakeholders to discuss phase 1.

Phase 2:

The Consultant will prepare the matrix of the national VAW strategy in coordination with the national task force. The Consultant will facilitate/organize a workshop with relevant stakeholders to discuss the full national strategy to combat VAW. Any other required tasks to accomplish the assignment.

The Consultant will submit progress reports within the prescribed timeline.

The Consultant will submit the final copy of the national strategy to combat VAW and its matrix

Qualifications and Experience:

Education:

Advanced University degree in gender, social schiences or related fileds.

Knowledge and Experience:

A minimum of 5 years relevant work experience in research design and analysis. Demonstrated knowledge and expertise on women/GBV issues. Has an experience in facilitating trainings, FGDs, and workshops. Have intensive knowledge about the previous national strategy for women in Syria. Demonstrated familiarity with human rights standards and principles
