Org. Setting and ReportingThe position is within the United Nations Liquidation Entity (MINUSMA), Bamako duty station. The incumbent is responsible for the provision of movement control services in support of activities of a liquidation entity in accordance with the functional responsibilities of the Joint Movement Control Centre (JMCC), or the Passenger Booking Unit, or the Cargo Warehouse, or the Airfield/Air Terminal/Transport/Riverine Movement Control Office. Participation in the development of budget proposals for movement control services within a liquidation entity. Provision of Inbound Delivery Coordination services for all cargo shipments into the liquidation entity area of operations. The Movement Control Officer will report to the Chief, Movement Control Section. ResponsibilitiesWithin delegated authority, the Movement Control Officer, FS-6, will be responsible for the following duties: Movement Control duties: • Coordinates the activities of a regional movement control office within a specific geographic area of operations in a liquidation entity. • Participates in coordination of the provision of reliable, cost-effective, and efficient movement control services for the transportation of passengers and cargo (including dangerous goods requiring special handling) within the liquidation entity area of responsibility. • Provides technical advice to the support elements of a liquidation entity on all aspects of transportation activities. • In consultation with the supervisors, prepares operational plans, performance reports, and responses to internal and external audit observations. • Provides inputs to the standard operating procedures for the movement control-related processes. • Monitors quality control procedures to ensure they are implemented for all work processes. • Monitors the accuracy and validity of data recorded in the management information systems. • Monitors the reference documents to ensure that they are currently readily available and accessible to all relevant personnel. • Develop, in consultation with the Chief of Section, Movement Control, cost-effective and efficient transport plans, accessing the modalities of different means of transport, examining the costs and benefits of outsourcing transport functions and their feasibility in operational terms. • Evaluates short-term aviation, sea, and surface transport contracts. • Conducts inventories and physical annual checks of relevant facilities and equipment. • Provides inputs for budget proposals for the liquidation entity movement control section/unit. • Participates in coordination of the requisition process with purchasing authorities to ensure that bidding and approval activities meet the required timetable. • Determines technical specifications for movement control services and develops statements of work/requirements. • In consultation with the supervisor, provide inputs to responses to UNHQ during the vendor's evaluation to ensure that the vendor's proposals meet technical requirements. • Monitors that UN financial regulations and rules are complied with in all activities of the subordinate elements. • Participates in the missions conducted in the field by administrative bodies such as the Local Committee on Contracts, the Tenders Committee, the Local Property Survey Board, and Boards of Inquiry. • Participates, in collaboration with insurance specialists, in resolving problems related to insurance policies for movement control services. • Manages the allocation and rotation of appropriate work assignments. • Coordinates the individual annual Work Plans and evaluates the performance of employees. • Develops training courses, workshops, and other related training activities. Joint Movement Control Centre duties/ Passenger Booking duties: • Monitors the receipt and registration of customer requests through Movement of Personnel (MOP) and Cargo Movement Request (CMR) Forms for transportation of passengers and cargo (including dangerous goods requiring special handling) within and/or outside a liquidation entity. • Plans and schedules the movement of passengers and cargo from military, police, and guard units provided by Troop/Police Contributing Countries. • Determines the most efficient and cost-effective modes of transportation for passengers and cargo (including dangerous goods requiring special handling) within and/or outside a liquidation entity. • Coordinates required transportation activities with the Aviation, Transport, and/or commercial transportation service providers. • Liaises with other UN units/sections, non-government and government organizations, and intergovernmental agencies on immigration and customs matters. • Analyzes projected passenger and cargo flows in order to estimate required resources. • Monitors that statistical data on the movement of passengers and cargo (including dangerous goods requiring special handling) within and/or outside a liquidation entity is recorded in accordance with the established procedures and deadlines. Cargo Warehouse duties: • Supervises the activities of the Cargo Warehouse. Monitors the process of excess personal luggage and cargo receipt and registration (including dangerous goods requiring special handling). • Monitors the preparation of luggage and cargo for transportation and ensures that weighting, plastic wrapping, and labeling are conducted in accordance with the established procedures. • Ensures that luggage and cargo are labeled in accordance with required destinations. • Ensures the timely coordination of the transportation arrangements to the embarkation facility. Airfield/Air Terminal/Transport/Riverine Movement Control Office duties: • Supervises a team of movement control assistants, passenger clerks, and cargo handlers. • Supervises the provision of passenger and cargo handling services (including dangerous goods requiring special handling) in support of a liquidation entity from the established movement control facility and monitors that all activities are carried out in accordance with the UN rules, regulations, and applicable safety procedures. • Monitors the process of compilation of passenger and cargo manifests and ensures that manifests are communicated to the aircrew and surface transport personnel in accordance with the established procedures and deadlines. • Monitors that aircraft, vehicles, and vessels are loaded in accordance with passenger and cargo manifests. • Monitors that passengers are briefed on schedules, routes, timing, and safety requirements in accordance with passenger and cargo manifests. • Monitors check-in and check-out activities for outgoing and incoming passengers and cargo. • Participates in the integrated search and rescue and CaseEvac operations upon request. Inbound Delivery Coordination duties: • Coordinates the inbound activities for freight into the mission in accordance with the liquidation entity supply chain plan with the Vendor, Procurement, Centralised Warehouse, and all other parties concerned. • Contact vendor to confirm delivery status and to review shipment documents to ensure that goods are delivered according to the agreed terms and conditions on the Purchase Order. • Collects, checks, and updates information (e.g., ETA, quantities, etc.) and documents (e.g., BoL, customs clearance, etc.) provided by commodity and. freight forward vendors in the ERP system (Umoja) to facilitate downstream processes. • Tracks and traces all deliveries and updates the Inbound Delivery with necessary information and shipment documents to provide all stakeholders with a constant status overview of incoming shipments. • Searches for issues that may delay and/or disturb the delivery of goods and seek remedial solutions with all parties concerned (Procurement, Vendor, Centralised Warehouse). • Confirms delivery dates and quantities received and provides delivery confirmation documents to support virtual and/or physical receipt in accordance with agreed Incoterms. • Plans deliveries, raises shopping carts, and drafts SOW for freight forwarding services, including technical evaluation of bids. • Liaises and coordinates customs, transport, and MovCon activities related to inbound shipments with vendors, customs, and all other relevant local and national authorities. • Ensures that daily activities comply with the DPO/DOS Environmental and Waste Management policies in line with the DOS Environment Strategy objectives. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. The minimum years of relevant experience are reduced to five (5) years for candidates who possess a first level university degree. Three (3) years of supervisory experience in a position directly related to the coordination of at least (2) two modes of transport (air, sea, road, and rail) operations in the international environment is required. Experience in the use of IATA and/or IMO rules and procedures for the transportation of dangerous goods is required. Experience in quality management is desirable. Knowledge of UN financial regulations and rules is desirable. Experience in international operations in a post-conflict environment is desirable. 2 years or more of experience in data analytics or related area is desirable.
