Project Summary

Ma3an is a seven-year (2018-2025) USAID-funded project with the goal to increase Tunisian youth civic engagement and economic empowerment to advance progress towards sustainable, inclusive development in Tunisia. Ma3an’s objectives include: (1) Youth have improved access to skills, services, and opportunities for civic engagement and economic empowerment, and (2) Tunisian youth lead and meaningfully participate in activities to address youth and community priorities. In its remaining three years, Ma3an will capitalize on the strong foundation of youth leaders, safe spaces, and local partners in its 33 communities and will engage more youth and partners who can offer additional assets to ensure that a wide representation of Tunisia’s most underserved youth can benefit from skills, services, and opportunities they need to secure their livelihoods and contribute to their communities. This includes working with local partners to set up and support a network of youth leaders who can cascade essential skills to their peers and who can propose and lead initiatives that respond to the challenges they are facing. Ma3an will also continue to build the capacity of youth system actors – including safe spaces, youth-serving and youth-led organizations, and youth-community collaboration mechanisms – to better prepare them to not only meet the needs of young people, but to effectively engage them as partners in their work.

Position Overview

Responsible for the day-to-day monitoring and tracking of activities, outputs, and outcomes. Supports the management of the data collection in all regions, conducting and/or supporting local partner training on data collection, and ensures accurate submission of data to the central office. Quality assures local partner reporting, including conducting site visits and spot checks as needed.

Position Responsibilities

Monitoring:

  • Support the management of M&E operations, focusing on the work of Ma3an’s implementing partners. This includes:
    • In collaboration with Program staff, track Ma3an’s Implementation Matrix.
    • Collaborate with the Data Analyst in maintaining and updating USAID’s Tunisia GIS Activity Location Spreadsheet
    • Collaborate with the Data Analyst in maintaining and updating USAID’s Development Information Solution (DIS)
    • Ensuring the correct implementation of the M&E data collection and reporting system, including instruments, forms, procedures, database, data quality assurance, etc.
      • Work with Ma3a’s implementing partners and stakeholders on data requirements and data use.
      • Track project site visits as necessary for monitoring and evaluation purposes in Tunisia.
      • Supports Ma3an’s Regional Officers work conducting spot checks to determine whether the data we receive is accurate and valid.
      • Observe whether the M&E Instruments are being administered correctly and ascertain that data handling protocols are being followed.
        • Support the management, support of, and direct participation in reporting of monitoring data. This includes:
          • Ensures that routine monitoring and evaluation reports are developed and submitted by the MEL Regional Officers.
          • Supports the MEL Director in tracking the progress made towards outcomes and outputs

            Data Quality Assessment:

            • Support the management of data entry and data quality control operations, which includes:
              • Support the MEL Data Analyst in conducting data analysis, preparing reports, and developing reporting plans and formats, if necessary.
              • Conduct database analysis, identify data quality strengths and weaknesses and develop/implement/supervise procedures to improve data quality and report. Supports the, and direct participation in reporting of monitoring data.
              • Support the Data Analyst in conducting internal Data Quality Assessments (DQAs) to test the validity and reliability of data used to measure program impact. Collects and verify all supportive documentation

                Coordination

                • Attends regular meetings with the entire MEL team to share progress, challenges, and relevant experiences.
                • Coordinates with Regional MEL Officers, developing positive working relationships, providing formal and ad hoc capacity building (as required), and coordinating their activities.

                  Other Responsibilities

                  • Performs other reasonable duties as assigned by the MEL Director or his/her designee.
                  • Respects and abides by all FHI 360 internal regulations.
                  • Ability to travel across all Ma3an Regions (50% LoE)

                    Desired Skills, Knowledge, and Abilities

                    • Experience creating and following workplans and timelines for large, complex research and evaluation projects.
                    • Action-oriented with a desire to proactively seek solutions and to work effectively both independently and with a team.
                      • Ability to understand and respond to reporting of internal and external program nedds.
                        • Ability to present complex information in an understandable and compelling manner.
                          • Exceptional written and oral communication skills.
                            • Detail-oriented, with effective organizational and administrative skills.
                              • Advanced skills using Microsoft Excel and Access.

                                Requirements

                                • Bachelor’s Degree or its International Equivalent in Economics, Education, Environment Health, Human Development, Information Science, International Development, Social Sciences or a related field.
                                • 2 years’ experience managing data collection and technical assistance.
                                • Proficiency with database management.
                                • Sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in the Tunis region.
                                • Excellent communication skills (both written and verbal).
                                • Must be able to read, write, and speak fluent English.
                                • Excellent organizational and analytical skills.
                                • Ability to analyze and interpret data, identify errors and prepare reports.
                                • Ability to problem solve and implements corrective action as needed.
                                • Prior work experience in a non-governmental organization (NGO), government agency, or private company.
