Job Overview:

The purpose of the job is day to day implementation of the M&E activities across the projects in the South East (SE) area and to be able to travel H2R Areas different region in Thanintharyi. He or she will be responsible for the data collection, PDM, analysis and report writing of the monitoring sessions of the projects. Also he or she will be responsible for creating data collection tools and digitalization of the data collection tools whenever required for the CCs.

Generic responsibilities

Ensure adherence with NRC policies, tools, handbooks and guidelines Implementing M+E plans of action at an area office or project site level. This includes participating in data collection and data management according to the CO M+E SOPs and program needs. Prepare and develop status reports as required by management Provide data inputs to Global Output and Outcome Reporting System Involve and inform communities and community leaders about the M+E activities Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities Closely work with M&E officer (CFM) Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist Promote and share ideas for technical improvement

Specific responsibilities 

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. 

Coordinate process to establish programme level M&E systems Support in standardizing M&E across projects  Support in developing data collection methodology and tools and in actual data collection, as needed Support in data management and development of clear information flow between programme and M&E staff, as needed Ensure that output and outcome monitoring data are collected, documented, reported in a timely manner to relevant program and managerial staff. Assist M+E team leader/officer to develop and maintain databases where data and indicators are tracked and compared over the life of the project; support to M+E assistant to ensure that these databases are accurate and that the raw data is cleaned and coded correctly. Closely work with project team members sometime accompanying to the filed visit. Collect and combine monthly progress data from all projects/program in the area offices for reporting data into ‘Global Output and Outcome Reporting System’. Support in digitalization of the forms required in M&E and the CCs  Support in the CFM (Complaints and Feedback Mechanism) cases received, followed up and documented  Support the Programme Department in new initiatives, should these arise during the employment period Ensure proper filing of documents  Support and contribute to the development of a data management system through documentation, implementation and coordination of standardized information flow of M&E activities and reporting Other activities agreed and discussed with the M+E team leader and program teams. Participate in Project Evaluations.

Generic professional competencies: 

Minimum of completion of secondary education. Experience from working as a Monitoring and Evaluation or Data Management staff in a humanitarian/recovery context. Certificate in M&E related field such as surveys, sampling, data analysis Previous experience from working in complex and volatile contexts is desirable but not essential Able to travel H2R areas different districts in South east Myanmar. Documented results related to the position’s responsibilities Some knowledge of English 

Context/ Specific skills, knowledge and experience: 

Experience with field level coordination with UN organisations, INGOs, Partner and authorities Experience from working in IDP /refugee related programmes  Experience with and knowledge of principles and current approaches to monitoring and evaluation in programs, using both quantitative and qualitative methods Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods Computer skills, including MS Office 365 (Word, Excel, Outlook) Knowledge of digital data collection platforms (KoBo) Knowledge of designing form on KoBo platform
