Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

The ILO seeks to recruit a Monitoring and Evaluation (M&E) Officer at the NO-B level for an US DOL project which seeks to Improve Worker Rights in Rural Sectors of the Indo-Pacific with a focus on Women. The project is being implemented in Indonesia and the Philippines.

The project falls under the technical responsibility of the LABADMIN/OSH.
Under the overall supervision of the Director of the ILO Country Office for Indonesia and the direct supervision of the National Project Coordinator, the M&E Officer will implement the project monitoring and evaluation (M&E) strategy/system based around the Project Performance Monitoring Plan.
General duties:
The M&E Officer will
1. Technically coordinate the designing, implementation and operationalization of the project’s M&E System and Performance Monitoring Plan.
2. Roll out the evaluation methodologies (e.g., qualitative, quantitative, mixed methods) and data collection and analysis methodologies.
3. Provide substantial inputs and facilitation of the strategic planning and performance measurement activities of the project.
4. Support to the design, monitoring, evaluation and reporting of project activities, and assist the project director in the effective co-ordination of the monitoring and evaluation of the Indonesia component of the project.
5. Ensure that all implementation, monitoring, and reporting requirements are in place under the project and with implementing agencies, and that information provided by implementing agencies is recorded and verifiable.
6. Prepare initial draft and finalize progress and ad hoc reports on the M&E under the project.
More specifically, s/he will:
1. Under the project M&E System and Performance Monitoring Plan, identify and propose a strategy and methodology for monitoring the project’s beneficiaries, including systems and tools for collecting and storing data, sources of data, proposed frequency for data collection.
2. Coordinate the inputs, information and data on planning and monitoring generated under the project
3. Contribute to the design and implementation of the baseline studies, midterm, and end line studies under the project, including surveys, quantitative and qualitative studies.
4. Review and analyse data collected with the project, implementer partners and project key stakeholders
5. Draft analytical reports with findings, recommendations and lessons learnt.
6. Identify relevant outcome-based research themes from the M&E System and Performance Monitoring Plan
7. Provide technical advice on the design of indicators, baselines, surveys, and other data collection activities.
8. Advise and plan for monitoring and evaluation for specific interventions
9. Apply theory of change approaches and methodologies.
10. Support the mainstreaming of project indicators into national monitoring frameworks.
11. Establish and maintain linkages with national monitoring and evaluation offices as part of strengthening national monitoring and evaluation processes
12. Design and implement national capacity building activities on monitoring and evaluation for national partners as part of building and strengthening national monitoring and evaluations systems and processes.
13. Act as resource person for trainings on Monitoring and Evaluation and as the Project’s liaison officer for externally managed evaluations.
14. Support external and independent evaluations in line with both ILO and donor requirement, including facilitate and serve as a project liaison for externally managed evaluations.
15. Carry out other duties as may be assigned by the National Project Coordinator and the Director of ILO CO-Indonesia.
University degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or bachelor’s plus an advanced certificate in M&E, statistics, or economics preferred.
Excellent written and spoken command of Bahasa Indonesia and English is required.
