Back Logistics Team Leader Ukraine Kharkiv

To oversee NRC logistical and procurement operations at the Kharkiv Area, mainly focusing on Procurement, Warehousing and coordinating receiving/dispatching goods/Items from the warehouse, coordinating with partners the deliveries and working closely with Logistics assistance on ensuring continuous supply to the warehouses, supervising work of fleet unit in Kharkiv, assets management.

Generic responsibilities 

• Adherence to NRC policies, guidance and procedures.
• Implement NRC’s systems and procedures at the area level.
• Ensure adherence to NRC policies, handbooks, guidelines and donor requirements.
• Prepare and submit reports and analyses.
• Ensure proper filing of all support documents.
• Advice line managers in Logistics related procedures and provide training for the Logistics assistants. 
• Ensure development and implementation of administrative systems and procedures.
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
• Focus on anti-corruption, transparency and cost-efficiency in all processes (e.g. in procurement, vehicle management, asset management).

  Specific responsibilities 

  • Oversee the Goods delivery from/To NRC warehouses, Suppliers and other locations from start to finish (including requisitioning, receiving, storing, issuing and delivering goods).
  • Coordinate with Access and HSS teams for issuing the required Permits/Approvals for Vehicles and goods movements between locations.
  • Train Logistics and Procurement team on NRC logistics Handbook, logistics policies and guidance as needed.
  • Provide training for line managers (non-Logistics staff) on the logistics process as needed.
  • Ensure the regular stock checks/inventory on monthly basis. 
  • Supervise the management of the warehousing activities in the Kharkiv area.
  • Plan and execute Logistics activities so NRC’s resources are used most effectively.
  • Ensure efficient and effective coordination with other Support functions, especially Finance. 
  • Ensure that all procurements are in line with NRC procedures and serve the best interests of NRC and its operations (quality of goods, timely delivery, value for money). 
  • Managing all ongoing procurement processes in Kharkiv area.
  • Supervise the management of the NRC fleet at the area level.
  • Ensure regular logistics/procurement reports are submitted regularly to the relevant stakeholders.
  • Report all potential fraud cases to the Line Manager.
  • Perform any other duties assigned by the Line Manager.

    Professional competencies 

    • Bachelor’s degree in relevant field.
    • 2-3 years of experience working in a humanitarian organization will be an advantage.
    • Previous experience from working in complex and volatile contexts.
    • High level of English language (mandatory).
