Purpose of the Job

The purpose of the logistics officer position is day to day implementation of the logistics responsibilities, keeps updated from the Market and keep Area office and support office relevant departments updated. Overseeing the logistics issues in East Khost Office.

Generic responsibilities:

Ensure adherence with NRC policies, tools, handbooks, and guidelines. Implement delegated support function portfolio according to plan of action. Prepare and develop status reports as required by management. Ensure proper filing of documents. Promote and share ideas for improvement of the support function. Following staff capacity building. Responsible for resources used by others. Contribute to the development of the activities.

Specific responsibilities:

Ensure to support the Field Office Coordinator, consistent with applicable laws, procedures and NRC’s standard operating procedures and instructions. Ensure to manage the day-to-day logistics activities at EAST Field offices and provide line management support to direct reports in Central team. Ensure that procurement activities in EAST Field Offices are carried out according to SOPs, supplier database is updated, procurement tracking sheets checked on regular basis filtering the unnecessary PRs and planning onwards.  Ensure that assets and equipment are recorded, tagged, data updated and managed according to assets SOPs, coordinate with Kabul SO as it may be required. Implement to manage use, maintenance and servicing of EAST Field Office vehicle, fleet and generators and ensure that carpool report is produced accurately. Fuel is well managed, and records are maintained.  Ensure that all vehicles are equipped with first aid kits, fire extinguishers, tool kits and other necessary tools/ items, as may be suggested by security team from time to time. Ensure that all facilities/ equipment in EAST Field office/ Guest house are regularly services/ repaired and remain in good condition. Ensure that all items are received, dispatched, and stored properly. Stock cards, Bin cards are accurately done, and monthly stock reports is produced/ shared.  Ensure utility bills are paid on time and issues of maintenance are addressed.  Maintain files for all contracts (lessee agreement, rental vehicle, service, and goods) and ensure that all original contracts/ agreements are kept in a secure manner.  Ensure to compile monthly/ quarterly logistics reports and send those to the Support Office in time.  Coordinate with Support office for open tenders and seek guidance and support.  Implement to prepare induction plan for newcomers and Logistics relevant exist process for those leaving the organization.  Ensure to maintain and update hard copy files of documents and maintain an accessible filing system for use by the staff of the office.  Shall participate in NRC staff seminars and training when scheduled.  Ensure at all the time respects the anonymity of clients/ beneficiaries/ suppliers approaching NRC and the confidentiality of information received from any of them based on the procedure. Monthly reporting to the Central Area Office and Support Office related to Logistics activities and when required. Besides managing stock, he will be responsible for the warehouse as well. Responsible for inventory of Office equipment every six months in a year and update the report in system. Accept any other reasonable tasks as instructed by the immediate supervisor. 

Generic professional competencies:

Experience from working as a Support Function Officer in a humanitarian/recovery context. Previous experience from working in complex and volatile contexts.  Documented results related to the position’s responsibilities. University Degree in B-Com, BBA and Economics is Required. Excellent knowledge in Microsoft Office. Fluency in written and spoken English. Ability to work additional hours when required. Ability to commence work immediately.

Context related skills, knowledge and experience:

At least 5 Years previous work experience with an International NGO. Knowledge of Logistics related fields. Being able to take decision that impact on delivery of activities and services. Good control and supervisory skills.
