Under article 4.2, paragraph (e) of the Staff Regulations, the filling of technical cooperation vacancies does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    Introduction

    The position is located in the Gender, Equality, Diversity and Inclusion Branch (GEDI) within the Conditions of Work and Equality Department (WORKQUALITY). GEDI is responsible for promoting gender-equality and non-discrimination, and respect for inclusion and diversity in the world of work. GEDI addresses gender equality and non-discrimination from a holistic perspective, with a view to supporting laws, policies and institutions that address effectively discrimination at work on a range of grounds, including multiple and intersecting discrimination. GEDI is responsible for leading office-wide efforts to implement transformational agendas for gender equality and equality, diversity and inclusion, as provided for in the ILO Centenary Declaration for the Future of Work, 2019 (Centenary Declaration) and the Global call to action for a human-centred recovery from the COVID-19 crisis that is inclusive, sustainable and resilient (Global call to action). Based on ILO principles and values, it promotes gender equality and non-discrimination and the effective implementation of related ILO Conventions and Recommendations and implements related development projects.

    The position is designed to support GEDI in the deliverables under Outcome 5 of the 2024-2025 Programme and Budget (Gender equality and equality of treatment and opportunities for all) and the implementation of related development cooperation projects. In this context, the position more specifically contributes to knowledge development and ILO’s country-based interventions related to indigenous and tribal peoples, racial and intersecting discrimination, as well as violence and harassment in the world of work.

    The position will report to GEDI’s Senior Specialist on Equality and Non-Discrimination.

    Description of Duties

    • Research, analyse and synthesise comparative information on the laws, polices, institutions, programmes and practices contributing to the application of ILO Conventions and Recommendation concerning equality and non-discrimination in ILO Member States, and related experiences and lessons learned.
    • Assist in the preparation and implementation of research to build knowledge and support policy development for the elimination of racial discrimination and violence and harassment in the world of work as well for the realization of indigenous people’s rights, in line with the relevant international labour standards and taking into account a gender and intersectionality perspective.
    • Support drafting and review information notes, briefs, technical papers and other contributions feeding into the production of a tools, training materials and publications to promote ratification and effective implementation of ILO Conventions concerning equality and non-discrimination, in particular, Discrimination (Employment and Occupation) Convention, 1958 (No. 111), Equal Remuneration Convention, 1951 (No. 100), Indigenous and Tribal Peoples Convention, 1989 (No. 169) and Violence and Harassment Convention, 2019 (No. 190).
    • Contribute to the review of studies, reports and other products and provide suggestions taking into account ILO relevant standards and policies concerning equality and non-discrimination.
    • Undertake tasks related to publications and communication, such as verification of manuscripts and interacting with editors, translators and the ILO publications unit.
    • Support the Unit with activities related to the backstopping of development cooperation projects, including providing inputs to the drafting of project proposals for submission to donors.
    • Contribute to tasks related to the promoting visibility of ILO products and interventions as well the organization and holding of meetings, trainings and events related to the position’s technical scope.
    • Perform other relevant duties as assigned.

      Education

      First-level university degree (Bachelor’s or equivalent) in law.

      Experience

      At least three years of professional experience in the areas of labour or human rights law. A specialization in indigenous peoples’ rights and racial discrimination is an advantage.

      Languages

      Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of a second working knowledge of the Organization.

        Conditions of employment

        • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
