Background
Burkina Faso is facing a security crisis in addition to a health, nutrition and food crisis, floods and epidemics. This situation has led to population movements, which have led to immediate multi-sectoral needs in the host communities. In order to respond to these needs, humanitarian actors have put in place flexible rapid response mechanisms to cover these needs in the shortest possible time. To strengthen the effectiveness, responsiveness and speed of this response and the communication and coordination between actors, a Rapid Response Operational Coordination Group (GCORR) was set up in October 2020 under the lead of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA).

The objective of this group is to support the strengthening of effective operational coordination of the humanitarian rapid response in the wake for newly internally displaced people, at central and decentralized levels. The overall aim of the coordination is to promote multisectoral coverage of immediate needs and support better linkage of communities in need with more sustained assistance.

Since 2020, ACF hosted the co-chair of the GCORR in Burkina Faso. As from January 2023, NRC Burkina Faso will be lead of the GCORR, working with OCHA.

The organization is looking for a seasoned humanitarian practitioner with good coordination skills and knowledge. The incumbent will fill the position of Lead of the Rapid Response Operational Coordination Group (GCORR).

The position
The Lead of the Rapid Response Operational Coordination Group will provided dedicated capacity to the chair function. While the position is hosted by NRC, it is expected that the Lead of the Rapid Response Operational Coordination Group will spend significant amounts of time working from the OCHA office to support ensure collaboration and collective outcomes.

The Lead of the Rapid Response Operational Coordination Group is expected to support humanitarian partners’ access to credible information on new displacements and the needs of displaced people, coordinate responding organizations in the delivery of principled and quality assistance in response to new displacements, and facilitate collective monitoring and evaluation efforts.

Roles and Responsibilities

Collaborate with OCHA in providing leadership and strategic direction to the GCORR; Lead and contribute to the implementation of the GCORR work plan, including mobilizing participating organizations and consortia to implement specific activities in response to new displacements; Represent the GCORR within other coordination fora such as the Access Working Group (GTA), Inter-Cluster Coordination Group (ICCG) and key Clusters; Promote active participation in the GCORR among humanitarian organizations in the country.  Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements Preparation and facilitation of the rapid response consultation framework Updating of databases and elaboration of regular and on-request analysis documents Assessing and updating the rapid response context analysis and contributing to an periodic strategy updates Supporting the definition of a standardised and multisectoral rapid response package and supporting rapid response actors to comply with the guidelines

Professional Competencies

Advanced degree in a field relevant to international development/humanitarian aid 3 to 5 years of continuous work experience in management or humanitarian coordination at national level, international level would be an asset Experience in initiating and managing humanitarian emergency response, including rapid needs assessment and emergency programme design; experience in RRM desirable Proven experience in emergency project/programme management and coordination Minimum 5 years’ experience in humanitarian work in conflict/post-conflict environments/volatile contexts Fluency in English & French, both written and verbal Excellent writing and analytical skills Strong interpersonal skills, including capability to negotiate with stakeholders Experience in humanitarian access and/or humanitarian civil-military coordination in the Central Sahel is an asset Experience in chairing humanitarian coordination systems.
