Context:

States have increasingly called upon the International Organisation for Migration (IOM) to assist in addressing Migration Management issues.

Under the overall supervision of the IOM Burundi Chief of Mission and direct supervision of the Migration Management Coordinator, the successful candidate will be responsible for supporting the designing, implementation, and monitoring of programming related to the Labour Migration and Human Development (LMHD) unit, specifically initiatives aimed at protecting migrants workers as well as contributing to a better understanding of the links between international migration and development in order to optimize the benefits of labour migration.

Core Functions / Responsibilities:

  1. Support the development, implementation and monitoring of (LMHD) projects for Burundi including maintain close contacts and information sharing with different governmental entities, UN agencies and the international donor community. Review the technical aspects of projects and propose action to resolve issues.

  2. Support with appropriate government bodies in Burundi to build their capacity to promote labour migration management, enhance diaspora engagement, and mainstreaming of migration in the Sustainable Development Goals (SDGs).

  3. Support the monitoring of financial and administrative aspects of LMHD projects in close coordination with the Migration Management Coordinator and the Regional Office (RO).

  4. Prepare terms of reference for the recruitment of consultants and prepare trainings materials for capacity building activities.

  5. Maintain strong contacts with IOM Country Offices as well as the RO on areas related to labour migration and development.

  6. Facilitate adequate data and information management for LMHD activities of the Mission and information sharing.

  7. Draft regular project reports in a timely manner according to IOM and donor formats, in close coordination with mission team.

  8. Identify potential opportunities and partnerships with other IOM Burundi units, external partners at the technical and operational levels. Draft portions of project proposals and corresponding budgets.

  9. Participate in relevant conferences, workshops, meetings and technical working groups, as well as other forums to facilitate coordination and exchange of information.

  10. Undertake duty travel related to programme assessment, liaison with counterparts, problem solving and project implementation as required.

  11. Oversee and train LMHD support staff.

  12. Perform such other duties as may be assigned

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Demonstrate experience in project management, and implementation, including resource and financial management;

• Relevant professional experience in the area of migration management, particularly related to labour migration, diaspora engagement and financial services;

• Experience in liaising with governments, international organizations and the private sector is an asset;

• Applied knowledge in programme management, project formulation, and reporting standards on labour migration, diaspora engagement;

• Excellent leadership, coordination and information management skills;

• Demonstrated experience in understanding the position and needs of national partners, as well as building their capacity;

• Capacity to travel to field locations and liaise with local authorities;

• Good skills in using Microsoft Office software and other commonly used software.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
