• A desktop report on Disabled People's Organization (DPO), DPO roles, and DPO coordination mechanisms in the Arab region is developed.
• A disability analysis is conducted for 5 national DRR strategies from the Arab Region is developed and it captures key findings, analysis and recommendations for disability inclusion.
• A Guideline or brief for mainstreaming disability across national disaster risk reduction strategies in the Arab region is drafted and finalized.

Organizational Setting and Reporting
Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), United Nations Office for Disaster Risk Reduction has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, the United Nations Office for Disaster Risk Reduction guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

This consultancy position will support UNDRR-ROAS to mainstream disability inclusion in all of its projects and work by identifying disability-responsive targets and indicators for all project outcomes and outputs.

This consultancy position is located in the UNDRR Regional Office for Arab States. The consultant will work directly under the Deputy Chief of Office in Cairo.

Duties and Responsibilities:

1. Undertaking a desktop mapping of Disabled People's Organization (DPO), DPO roles, and DPO coordination mechanisms in the Arab region
2. Undertaking a desk review to assess and analyze the current disability inclusion on (5) five national DRR strategies in the Arab region, providing a broad overview of their status, identifying gaps, and providing recommendations for mainstream disability inclusion
3. Co-Facilitating one (1) webinar on disability sensitization for regional stakeholders and partners
4. Develop a guideline for mainstreaming disability across national disaster risk reduction strategies in the Arab region Qualifications/special skills

• Advanced university degree in economics, social sciences, statistics, disaster management or related field is required.

• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

• At least 2 years in sustainable development programs including policy development or related areas is required.

• Proven work experience in research and analysis in disability inclusion is required.

• Experience working with the development of disability mainstreaming strategies is required.

• Experience integrating climate change and disaster risk reduction strategies is desirable.

• Good knowledge of the status of disability inclusion in the Arab region is desirable.

• Knowledge and understanding of the Sendai Framework for Disaster Risk Reduction/Hyogo Framework for Action and the Arab Strategy for Disaster Risk Reduction is desirable. Languages

• Fluency in English and Arabic (both oral and written) is required.
