Additionally, it will explicitly examine cross-cutting issues and uphold the global UN programming principles, encompassing leaving no one behind (LNOB), human rights, gender equality and women's empowerment, disability inclusion, environmental sustainability and resilience, and accountability. Moreover, the evaluation will consider transversal functions such as coordination, results-based management, capacity development, monitoring and evaluation, innovation, resource mobilization, and strategic partnerships. Work LocationTunisia Expected duration5 months Duties and ResponsibilitiesThe United Nations Tunisia Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 represents the collective response of the UN development system to support Tunisia address national priorities and challenges in achieving the 2030 Agenda. Co-signed by both the UNCT and the government of Tunisia in December 2020, the UNSDCF outlines a strategic partnership for a five-year duration, from January 2021 to December 2025. As this current UNSDCF comes to an end in December 2025, according to UN rules and procedures, the UNCT is required to undertake an independent evaluation of the UNSDCF during the penultimate year of the UNSDCF (2024). The evaluation of the UNSDCF is a mandatory, independent, system-wide country evaluation designed to ensure accountability, facilitate learning, and guide decisions regarding the design of the subsequent UNSDCF cycles. It assesses the contributions of the UNSDCF by focusing on achieved development results, as well as internal and external gaps in the implementation of the Sustainable Development Goals (SDGs). The evaluation will adhere to and implement UNEG Norms and Standards and will be conducted by an independent evaluation consultant in an inclusive manner and promote national ownership through the meaningful engagement of relevant partners throughout the evaluation process. The evaluation will be conducted based on United Nations Development Group (UNDG) and United Nations Evaluation Group (UNEG) Norms and Standards and Evaluation and Ethical standards, as well as Organization for Economic Co-operation and Development/Development Assistance Committee (OECD/DAC) evaluation principles based on the evaluation criteria, namely, relevance, effectiveness, efficiency, impact and sustainability. The evaluation will also consider coordination mechanisms to elucidate on the one UN spirit and the multiagency nature of the UNCF. In light of this objective, the Resident Coordinator Office (RCO) is seeking an international consultant to assist the UN Country Team (UNCT) in conducting the evaluation of the current UNSDCF. The current assignment will be located at the UN Resident Coordinator Office in Tunis, Tunisia. She/He will be directly supervised and guided by the Resident Coordinator's Office (RCO) Team Leader and work closely with the RCO Team until successful completion of the assignment and acceptance of the evaluation report by the UNCT. The RCO Team as well as all resident and non-resident agencies will provide the required support to the process as needed. Qualifications/special skillsAdvanced University Degree (Masters or PhD) in political science, governance and public policy, development studies, law, human rights or another relevant field is required. Minimum 10 years of experience in designing and leading evaluations of UNSDCF or UN Agency Country Programs or major bilateral donor Country Programs is required. Extensive knowledge of, and experience in applying, qualitative and quantitative evaluation methods; and familiarity with UNEG Norms and Standards and Ethical Guidelines is dersirable Substantive knowledge of development issues, especially related to issues addressed by the UNSDCF, and understanding of the development challenges in Tunisia is desirable. Strong experience and knowledge in the UN programming principles including leaving no one behind LNOB, human rights, gender equality and women's empowerment, disability inclusion, environmental sustainability and resilience, and accountability is desirable.
