How can you make a difference? 

The purpose of this consultancy is to conduct a feasibility assessment of the development and implementation of Management Information System for the disability registration and disability card and its interoperability with other relevant systems (such as Health, education, social protection, CRVS) to improve the registration and management of data related to persons with disabilities.     

The primary objectives of the feasibility study are to:

Assess the current data management related to disability registration process and benchmark with health, education and social protection MIS in Sierra Leone. Identify the financial, technical, and operational requirements for developing and implementing a disability MIS in line with the current proposal for disability registration being piloted that will be interoperable with other MIS as relevant. Provide possible options of institutional arrangement between MDAs for the development, implementation and interoperability of the DMIS in line with the draft PWDA and the current and reasonably expanded potential capacities of MDAs.  Provide recommendations on the design, implementation, and management of the MIS.

To qualify as an advocate for every child you will have… 

An advanced university degree in Computer Sciences, Informatics or related field – or Bachelor’s degree with a 6+ years of significant experiences in MIS development.

Technical Expertise:

   - Proven experience in designing and implementing Management Information Systems in social sector

   - Knowledge of ICT infrastructure and systems in developing countries, experience in Sierra Leone or similar country context is a strong advantage but not required

2. Domain Knowledge:

   - Understanding of disability issues and registration processes.

   - Experience working with government and non-governmental organizations in similar contexts.

3. Analytical Skills:

   - Strong analytical and problem-solving skills.

   - Experience in conducting feasibility studies and developing strategic recommendations.

4. Communication Skills:

   - Excellent written and verbal communication skills.

   - Ability to engage effectively with diverse stakeholders.

Other required skills

Developing country work experience and/or familiarity with emergency is considered an asset.  Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
