Position: Interim Country Coordinator
Location: Yangon, Myanmar
Reports To: Area Director
Supervises: Finance, HR, Admin, Program, Project & Technical Team Leaders
Length of Contract: 6 Months with possible extension
Position Start Date: 1 July 2021 (or sooner)
Purpose: Lead World Concern Myanmar’s (WCM) Country Mission with mature Christian leadership and staff-care focused approaches while ensuring WCM’s operational continuity by consistently evaluating and developing cash access solutions. Monitor, respond to and report changes in safety and security context to protect WCM’s staff and mission. Oversee and guide WCM’s program operations through quality program design and implementation. Represent WCM to internal and external stakeholders while positioning WCM for further program growth in humanitarian response and development program opportunities. Ensure compliance to internal policies and external stakeholder agreements.
Responsibilities: **
Leadership
· Exemplify and promote World Concern’s mission, vision, values, and transformational development direction into every aspect of WC Myanmar operations.
· Lead the country team collaboratively and decisively; Builds trust, transparency and integrity while developing a culture of prayer, learning, accountability, and good stewardship.
· Develop and carry out the mission continuity plans for WCM in alignment with WC global strategies, incorporates humanitarian best practices.
· Ensure cash access to fund operational costs through growing banking and fund access options; reviews financial reports in close collaboration with finance team to made budget adjustments as needed to match cash access, including but not limited to reduction in program operations as well as positioning for restart when regular banking services or reliable cash access options are available.
· Serve as interim legal representative for World Concern in Myanmar.
· Network with and maintain good working relationships with present funding partners; builds relationships with UN agencies, USAID/BHA and other donor agencies, government authorities, churches, NGO’s, public & private entities, , Integral Alliance members and others to capitalize on funding opportunities and ensure collaboration, acceptance and awareness of WC programs.
· Represent WC in strategic meetings, conferences, forums and other public events that contribute towards the continuity and growth of WC.
· Identify and discuss with senior leadership and Asia Area Director security and safety issues to ensure safety of staff, World Concern’s assets and programs.
Management:
· Provide strong operational management to all aspects of WC’s work in Myanmar ensuring programs are carried out in manner that meets WC’s commitments to beneficiaries, donors and other stakeholders.
· Ensure sound financial management of programs and operations through data driven analysis to guide key decisions with finance team and Asia Area leadership; Monitor and control program income and expenses in relation to available cash access;
· Develops 6 month country strategy and work plans with each department.
· Ensure WC Myanmar recruits and retains qualified staff to carry out 6-month plan.
· Monitor the political, socio-economic and security situations in the country ensure country security plans are updated regularly to reflect changes in context and that staff are trained on essential protocols.
· Position WCM to Provide life-saving support to victims during times of disasters and secure funds to make this possible.
· Provide direction to staff during periods of heightened security risk and implement security protocols to respond appropriately. Assemble and lead a crisis management team to respond to threats or incidents.
Quality Assurance:
· Oversee program design, proposal development, program delivery and reporting cycles to ensure high quality, accurate outputs are delivered to the relevant stakeholder(s) in a timely manner.
· Ensure WCM develop and monitor performance metrics to ensure accuracy, professionalism and timeliness of agreed outputs.
Accountability:
· Make sure WC is compliant with internal policies, local and national laws and regulations related to country registration, Memorandums of Understanding, employment, taxation, banking, etc. and that systems are in place to monitor any changes to requirements, especially during uncertainties related to present Myanmar crisis.
· Build a culture of transparency by opening lines of communication and soliciting feedback from all staff, beneficiaries and other stakeholders and ensure that feedback mechanisms are available and functional.
· Exemplify World Concern’s Code of Ethics and Conduct in all personal and professional dealings.
· Identify emerging and sudden onset risks; develop mitigation strategies and contingencies and inform supervisor as soon as possible.
Staff Development:
· Assess staff capacity, identify those with management potential and actively work to develop their skills to create a strong management structure.
· Habitually encourage and provide opportunities for staff to grow spiritually and professionally building on their God given strengths and talents.
· Promote a culture of continuous learning and application.
Required Education, Skills & Experience:
· 5 years’ experience managing multi-sector international relief and development programs with 2 years in a senior leadership role.
· Fluent in English (written and verbal). Myanmar language advantageous.
· Demonstrated ability to maintain operational continuity during emergency contexts; can develop and articulate solutions to emerging challenges and scale country profile based on funding opportunities/realities.
· Demonstrated experience in building and leading a diverse, multi-cultural and multi-national team to achieve performance success through and trusting relationships.
· Experience networking and building alliances with UN agencies, USAID/OFDA, ECHO, DFID, SIDA, other institutional donors and private partnerships.
· Proficiency in MS Office Suite.
· Ability to analyze budgets and financial reports for effective management decisions.
· Strong public relations, diplomacy and negotiation skills.

Working Conditions:
· Must reside in Myanmar and be willing and able to work in Yangon.
· Requires periodic travel to remote field locations where basic services may be limited.
· May involve traveling in small boats, planes or driving on rough roads that are not maintained over long distances.
· May encounter armed military or militia groups.
· Periodic interruptions of power or communications.
