Terms of ReferenceGENERAL BACKGROUND OF ASSIGNMENT:
The Partnership and Coordination Service (PCS) is part of the Division of External Relations and supervised by the Director of the Division. The Service works closely with the functional divisions and Regional Bureaux as well as Executive Office, the NY Office and Offices of the Assistant High Commissioners and Deputy High Commissioner to coordinate and develop UNHCR's institutional positions and policies on Inter-Agency matters on humanitarian and development issues and strategically positioning UNHCR in Inter-Agency and multilateral fora.
PCS serves as focal point and coordinator for the following inter agency areas: Humanitarian focus: Inter-Agency Standing Committee (IASC) and Office for the Coordination of Humanitarian Affairs (OCHA), and Refugee and IDP Coordination platforms (GCR, RCM, Clusters) among others; Development focus: United Nations Sustainable Development Group (UNSDG) and, as required, the Chief Executives Board for Coordination (CEB) and DCO Development Coordination platforms (Regional Collaborative Platforms, RCs) . In addition, PCS supports various subject matter experts on Inter-Agency dimensions and implications for new thematic issues arising in the Inter-Agency environment.
The unit also manages a number of relationships with UN agencies, seeking to partner through mechanisms such as MOUs, bilateral and multilateral agreements and frameworks and joint programmes and projects. The overall aim of PCS is to ensure UNHCR is focused and strategic in its internal consultations on Inter-Agency affairs, and coherent and articulate on its external advocacy.
Under the direct supervision of the Senior Interagency Officer, the incumbent will be responsible, as part of the PCS, for providing support to the Senior Interagency Officer in carrying out his/her functions as well as directly assisting the rest pf the PCS team on Inter-Agency related issues.

MONITORING AND PROGRESS CONTROLS:
 Internally:
• Produce quality briefs, agendas, reports on meetings to high degree of completion
• Timely completion of strategic and analytic reports
• Ensure Inter-Agency partners, stakeholders are informed, briefed, and contacted in a timely manner in response to queries or as outreach from UNHCR on issues or initiatives
• Ensure Regional Bureaux and UNHCR Divisions informed, briefed in a timely manner on key Inter-Agency initiatives and processes, including in humanitarian and development coordination issues
• Engage in IASC processes, including the OPAG Task Forces
• Cultivate and maintain relations with key internal and external interlocutors
• Take notes of internal meetings

 Externally:
• Pursue liaison activities both in-house, with all the Divisions and Bureaux, as well as with external stakeholders such as UN agencies, IASC member organizations, non-governmental and intergovernmental organizations, to promote Inter-Agency relations and ensure that UNHCR’s concerns and interests are understood and reflected
• Undertake primary analysis and collate available information on issues/topics of interest to UNHCR, to formulate the initial drafts of UNHCR positions on a range of topics relevant to the Inter-Agency for a, including the update of a Inter-Agency Coordination mapping
• Assist in the preparation and coordination of UNHCR participation at a wide range of Inter-Agency meetings, such as the IASC Task Forces, to ensure appropriate knowledge and coverage of relevant fora
• Prepare and collate comments on reports emanating from various United Nations and other intergovernmental fora and ensure that UNHCR’s positions are reflected
• Represent UNHCR in Inter-Agency meetings; assist in the coordination and implementation of on-going initiatives and activities undertaken with other IASC members
• Assist in responding as appropriate to requests by offices in the field and at global level providing information on Inter-Agency issues

DEFINITION OF FINAL PRODUCT:
Under the IASC Humanitarian Development Nexus Task Force:
1.Providing sector/cluster-specific practical guidance to strengthening humanitarian-development-peace collaboration (including on joint analysis and programming as well as monitoring progress thereof across sectors)”, for the three UNHCR-lead Clusters, Shelter, CCCM and Protection – that could be expanded to the remaining Clusters.
2.Identifying and mapping good practice on the role of humanitarian organisations contributing to the delivery of basic services across the nexus in protracted contexts”).
3.Lead a section on the Nexus in the upcoming Tri-Cluster Annual Workshop to feed on the above papers
• Discuss the PCS coordination mapping with the Regional Bureaux, identifying challenges and opportunities in coordination, as well as collecting good practices which could be replicated in different Regions and Divisions. Update the Best Practices repository as appropriate.
• Follow up the implementation of Tri-Cluster Retreat recommendations, and engage with the concerned divisions to ensure implementation

QUALIFICATION AND EXPERIENCE:
• Advanced University Degree in Law, International Law, Political Sciences or related fieldwith good knowledge of International Refugee, Human Rights and Humanitarian Law
• Job Experience: Minimum 3 years relevant professional experience
• Excellent knowledge of English and working knowledge of another UN language (Frenchand Spanish would be an asset)
• Excellent written and oral presentation skills.
