Information Management Associate

Organizational Setting and Work Relationships
The Information Management Associate supports the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.

The incumbent operationalizes data standards developed at the central level in field operations, compiles and explores data from all populations of concern. S/he supports the Programme Team and UNHCR's implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.

Duties
- Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
- Compile and aggregate information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
- Collect, collate and process information and perform data quality and consistency control.
- Produce summary statistics.
- Support the coordination of data collection teams.
- Support and leverage geographic data for map production and use in geographic information systems (GIS).
- Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
- Participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration.
- Liaise with partners and represent UNHCR in meetings related to the functions.
- Make recommendations and provide advice on the technical information management requirements.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile The candidate should have sound experience working in a humanitarian environment. He or she should have experience in supporting data and information management in the context of multi-functional teams or multi-sectoral setup. The candidate should be familiar with partners reporting with proven experience in developing tools for indicators and activities reporting.
The incumbent should have experience in information management or a related field, such as data management, data analysis, data visualization, GIS and spatial analysis.
Proficiency in database management and data analysis tools, such as SQL, Excel, Power BI, Kobo, ODK, Ms Access. Knowledge of illustration tools such as Photoshop, Illustrator and InDesign will be an asset.
The candidate should have strong proven experience in the following areas:
• Collecting, organizing, and analyzing data from various sources, such as databases, surveys, reports, or web pages.
• Creating and maintaining databases, data warehouses, or data lakes to store and manage data.
• Developing and implementing data quality and data security standards and policies.
• Generating and presenting data reports, dashboards, maps or visualizations to support decision-making or communication.
• Researching and evaluating new data technologies, tools, or methods to improve data management or analysis.
• Providing data training, guidance, or support to other staff or stakeholder

-Shortlisted candidates will be invited for eliminatory Written Test: only candidates who pass 70% of the total score of the written test will be invited to interview. The scores of the written test and interview could later be combined with that of the interview to arrive at the final scores.
The written test and oral interview weight will be (70 / 30) % of the overall process.

Nature of Position:

The incumbent roles and responsibilities include overseeing the data collection and inputs from partners, ensuring the quality of data submitted by partners, providing trainings and coaching to partners and UNHCR’s staff, supporting the data verification with UNHCR’s focal points, preparing statistics/reports/maps/dashboards for the technical units and sectors. The incumbent will support the consolidation of data systems, including the interoperability of operational data, data from community centers and field offices to ensure data are consistent, updated and available all time. The incumbent will handle data management activities for protection and technical units by ensuring effective information management systems are in place to support case management and data necessary for processes like HNO, HRP, Areas based planning, etc. are timely available and accurate. The incumber will assist in development of new applications/forms/databases/GIS systems as requested by partners and UNHCR to perform their tasks smoothly. The incumbent will establish strong working relationships with partners’ reporting focal points and community centers’ data/information managers to facilitate roll out of new systems and effective data/information collection on activities implemented.
